Since the reform and opening up,with the rapid development of China's economy,electric power,as an important basic industry,has been developing rapidly.During the 12 th five-year plan period,China's electric power construction has been accelerating,with many indicators ranking the first in the world.By the end of 2015,China's electricity consumption had reached 5.69 trillion kilowatt-hours.The 13 th five-year plan period is a crucial period for China to comprehensively deepen reform and build a moderately prosperous society in all respects.According to the 13 th five-year plan for electric power development,it is estimated that the electricity consumption of the whole society will reach 6.8-7.2 trillion kilowatt-hours by 2020,with an average annual increase of 3.6% to 4.8%,which is close to the level of moderately developed countries.Due to its complexity,liquidity,diversity and other characteristics,the power industry is a high-intensity,high-risk industry.As of June 2018,there have been 22 power casualty accidents in China,resulting in 23 deaths.Production safety situation is not optimistic.At the same time,the influence of uncertain factors such as the further contradiction between supply and demand of electric power,the nervous resources of power construction,the grim situation of safety production and other external force damage to power facilities is becoming more and more significant.Power supply is a matter of national strategic security,social and economic development,the importance of risk management of power projects is self-evident.This paper takes 110 kv Heng Yi power transmission and transformation project as an example,applies the theoretical knowledge of project risk management,combines the construction background,analyzes the current situation and existing problems of risk management of the project.Using safety checklist method and work breakdown structure method to identify risk of all stages of the project construction life cycle.Using analytic hierarchy process method and fuzzy comprehensive evaluation method to analyze and evaluate project risk.Formulate risk control measures from the aspects of safety management,schedule management,quality management,cost management and civilizedconstruction.Using the data envelopment analysis method to the subcontractors to evaluate the efficiency of risk management,clear the direction of the follow-up to improve management efficiency.At the same time,it provides experience and reference for the same type of transmission and transformation engineering.
