Research On The Mechanism Of The Guangzhou-foshan Urban Intergration From The Perspective Of Scale Theory

Under the combined action of economic globalization and regional integration,the city-region has become the core driving force for countries to participate in international competition.In order to meet the higher requirements of international division of labor,China began to promote a new round of regional planning from top to bottom.On the one hand,strengthen the strategic position of urban agglomeration as the main body of new urbanization,on the other hand,clarify the supporting position of metropolitan area as the high-quality development of urban agglomeration.As the forerunner of regional governance,the governments of Guangdong,Hong Kong and Macao actively respond to national decisions from bottom to top and build a world-class urban agglomeration with "pole driven and axis supported".Guangzhou-Foshan metropolitan area is one of the three poles of the Greater Bay Area.Its urban intergration has entered the deep-water area.After 2018,a series of co-city plans in the border area have been issued.However,the existing research of Guangzhou-Foshan lacks attention to the latest co-city strategy,mainly focusing on the meso scale,that is,the whole of the two cities,and there is no special discussion on the factors behind promoting the urban intergration.At the same time,the power change and interactive game involving the government in Guangzhou-Foshan have a strong adaptability to the theory of rescaling and politics of scale.Therefore,this paper mainly studies the dynamic mechanism of Guangzhou-Foshan,focusing on the role of the practice in the border areas in promoting urban intergration.Specifically,it will answer three questions: what has changed the scale relationship between Guangzhou and Foshan? Why did these changes happen? What are the specific measures to promote change? Based on this,suggestions for future development are put forward.This paper follows the overall framework of "historical combing-summarizing laws-case demonstration-putting forward suggestions".In the historical combing part,based on the law of urbanization development,the Guangzhou-Foshan Urban Integration are divided into different stages,and each stage follows the research idea of "process-mechanism".The analysis path of dynamic mechanism is to first build a "scale stage" of understanding process,then discuss the phased changes of market factors supported by regional division theory and aggregation-diffusion theory,analyze the power game of governments at different levels from the perspective of politics of scale,and understand the driving effect of power on urbanization through different tools from the perspective of rescaling.Finally,this paper looks at different periods,reveals the internal logic of the dynamic mechanism,tests it through two ongoing city strategies,and puts forward suggestions for future development.The research shows that the structural scale of Guangzhou and Foshan is rising,and has experienced the spatial reconstruction process of city-suburb,city-county,metropolitan area and advanced metropolitan area;The spatial reconstruction of Guangzhou and Foshan is the result of the benign interaction between market power and government power.Market power is the source of power.Governments at different levels have successively chosen to expand the scale in order to obtain the highest interests in the market;To realize the continuous rise of structure scale,we need to rely on the continuous sinking of specific measures at the levels of transportation,ecology and public service;In the future,we can cooperate closely from three aspects: building an inter city industrial chain,cultivating the scale sensitivity of local governments and ensuring the timely implementation of governance measures.In reality,this study is beneficial to summarize the experience of regional governance,provide reference for other regions in the new development stage,promote the pole construction of "Guangzhou-Foshan" and support the Great Bay.Academically,this study continues the research length of Guangzhou-Foshan,refines the research accuracy of Guangzhou-Foshan,expands the research depth of Guangzhou-Foshan,enriches the case demonstration of meso and micro scales and horizontal scales of rescaling,and realizes the integration of research ideas of scale politics and scale reorganization.
