A Research Of ’Province-leading-county Strategy’ From The Perspective Of Scaling Theory

The scale theory has always been core part of the geography research, which has experienced from pure neutral measure of material space to continuous spectrum of multi levels. In recent research of west humanity geography, the scale theory mainly contains three levels, that are the material scale, the analysis scale, and the practice scale. Of the three levels above, the practice scale is mostly noticed by researchers. As the research go on, the concept of politics of scale and rescaling appear in both politic geography and city geography research, and reach the consensus that politics of scale is core to the scale theory as well as rescaling is core to politics of scale. Though, the two discipline show much difference. The former pay more attention to politics of scale, which is explaned as the competitive process that the strong one against the weaker one. While the latter care more about rescaling, which is regarded as the transferring process of power among different hierarchy. Comparing both, we can see advantages and limitations. The former is deeper and more intuitive, and the latter is more comprehensive. In China, the scale theory is widely accepted in humanity research. Researchers keen on the local politic rebuilding, which mainly contains the adjustment of administrative divisions, as’city govering county’,’county up to city’, and’county to city area’. Meanwhile, city marketing researchers tent to show more notice on the analysis tool of politics of scale. Recently,’province-leading-county’becomes so attractive, that achievements takes a boom. Research related to the "province governing county" reform of theoretical analysis, model and process of city regional development, etc.. Based on the existing research, the city geography tended to think that "the province tube county" is the scale restructuring of a government power.In this paper, based on the theory of perspective scale, with Jiangsu "the province tube county" as an example, first from the perspective of space on the reconstruction of Jiangsu region, an intuitive way to describe the scale restructuring of Jiangsu. The study found, Jiangsu’s development has been accompanied by regional reconstruction of severe, the intrinsic motivation is a strong economy and rapid city spatial expansion, and its performance depends on the adjustment of administrative divisions of frequent and regional spatial drastic restructuring. Secondly, this article from the policy angle, respectively, city geography and political geography perspective based on the starting power restructuring and role change in Jiangsu "the province tube county" conducted a comprehensive analysis of the above two aspects namely, scale restructuring, together constitute the core of this research. In the power restructuring, this paper combs the discovery "policy, Jiangsu province tube county" facing the impact of countries and other provinces as well as its external, internal demand of "city governing county" system dilemma, the policy reform has experienced preparation, financial system reform, administrative reform in three stages, and the transfer of power it mainly occurs in the second stage and third stage of the property on the right.
