| As a basic unit of rural social service management in the context of urbanization,new rural communities are important for promoting urban-rural integration and improving rural life and ecological habitat.At present,there are few studies on the livability of new rural communities that combine qualitative and quantitative research on new rural communities with villagers as the main body.Therefore,this study selects new rural communities in Baiquan County of Qiqihar City as the research object,takes villagers’ needs as the entry point,explores the factors influencing the livability of new rural communities,and then refines targeted optimization strategies to promote the construction of livability of new rural communities in Qiqihar City.Firstly,we identify the theoretical support by studying the literature related to villagers’ needs,new rural communities and livability.The relevant cases of rural community construction at home and abroad are sorted out,and the experience and inspiration are summarized to pave the way for the construction of the evaluation system below.Secondly,combining with the actual development status of new rural communities in Baiquan County,GIS was used to analyze the suitability of settlements,and permanent and autonomous villages were selected as sample communities.Combining the results of the case community survey,data survey,interview survey and questionnaire survey,the current situation of the case community development and the actual needs of villagers were summarized to lay the foundation for the construction of the evaluation system.Finally,the evaluation system of livability of new rural communities in Baiquan County based on villagers’ needs is constructed,and the index weights are determined by using hierarchical analysis method.In addition,the quantitative assignment criteria of the indicators were determined based on national norms and relevant academic research.Then,based on the evaluation results,the livability optimization strategy is proposed from the actual needs of villagers,and the case community is optimized and renovated.The main findings of the study are as follows:(1)Combined with literature studies,the villagers’ needs are categorized into: living needs,production needs,ecological needs,and cultural needs.(2)To summarize the results of the questionnaire research,we combined the evaluation of urban community livability and rural habitat environment,and selected representative factors to build a villagers’ demand-oriented evaluation system of new rural community livability in Heilongjiang Province based on the four demands of production,living,ecology and civilization,and realized the qualitative and quantitative research of new rural community livability in Heilongjiang Province.(3)The livability evaluation of the sample communities revealed that the livability rating of both villages was medium.Through the sub-evaluation of the first-level indicators,it was found that the two villages had higher ratings in the construction of rural culture and civilization,community management and security,and living conditions,and lower ratings in public space,public service facilities,economic and industrial development,production activity space,and infrastructure.This indicates that in the process of new rural construction,it is necessary to strengthen the livability of infrastructure,public service facilities and public space as well as to reasonably plan industrial development to drive villagers to get rich and improve their happiness index.(4)Combined with the analysis of evaluation results,optimization strategies are proposed oriented to the needs of four aspects: living,production,ecology and civilization,including living environment,public service facilities,infrastructure,public space,industrial and economic development,production activity space,ecological environment,community management and security,and rural style and civilization.(5)The sample communities are separately optimized and designed for renovation,starting from the four aspects of villagers’ needs in life,production,ecology and civilization,and combined with the analysis of evaluation results.This includes the integration of settlements,configuration of public service facilities,improvement of drainage facilities,optimization of public space,reasonable layout of industrial space,promotion of tourism economy,driving sales of agricultural products,compounding of production space,optimization of plant landscape,ditch management,improvement of reservoir resources,spiritual civilization inheritance,and enrichment of cultural activities in the optimized design.In order to improve the livability of the sample communities and drive the overall development of the communities.. |
