| The background of global warming in the 21 st century has led to the intensification of extreme climate and the frequent occurrence of urban flooding.Since the reform and opening up,the level of industrialization and economic development in China has increased rapidly while the process of urbanization has been rapidly promoted,the development of drainage facilities has been seriously lagging behind.For this reason,relevant national departments have repeatedly stressed the need to improve the rapid recovery ability of urban drainage and flooding prevention facilities under extreme conditions,and the comprehensive protection ability of key parts,so as to enhance the urban safety resilience.This research analyzes the response,protection,and recovery capabilities of sewers during the entire process of rainfall and flooding resistance,and explores response strategies to enhance the resilience level of urban drainage sewers.Based on theoretical research,the urban flooding resilience of sewers is defined as the comprehensive resilience of sewers in the whole process of resisting urban flooding,including the resistance before interference,response during interference and recovery after interference.Under the guidance of WSR approach,the influencing factors of Wu-li,Shi-li,Ren-li in three stages of sewers planning and construction,maintenance and operation,and response and repair were analyzed and the index system was constructed.The evaluation was carried out by using set value iteration method and entropy weight method combined subjective and objective weights-Topsis method.Take the sewers in the seven urban areas of KM City as the object of case analysis.The index data and weights were obtained through interviews and questionnaires,and the comprehensive ranking of the flooding resilience of sewers in each district was calculated by using combination weighting-Topsis.The evaluation results show that the facility attributes and management factors of sewers have the most obvious influence on the flood resistance toughness,and the flood resistance toughness of sewers in new urban areas is generally better than that in old urban areas.Finally,the paper puts forward the toughness optimization countermeasures from the physical dimension specification,the organization from the psychological dimension,and the optimization from the human psychological dimension.This provides reference ideas and suggestions for the construction and management of sewers,as well as for the development of flood resistance work,in other cities and regions. |
