In recent years, the motor vehicle traffic volume in the whole world continued to increase, the traffic congestion further expanded in terms of time and scope, and the scope of frequent congestion areas gradually expanded.Traffic demand has become increasingly difficult to meet under normal conditions. And the frequent occurrence of flooding disaster has increased the difficulty of solving this problem.Transportation system is related to national economy and people's livelihood, social stability and sustainable development. Moreover,it is highly vulnerable to various natural and human factors,so it is necessary to improve the level of governance. Therefore,it is of great theoretical significance for the study of China's resilient cities to find a suitable assessment method and improvement measures for the resilience of transportation system. In view of the current situation of the frequent occurrence of urban rainstorm and flooding disasters, this article reviews and classifies the relevant literature on the resilience of international transportation systems. It first expounds the origin of the concept of resilience, and changes in the perspective of resilience theory, and then explains the conceptual research of different scholars on the resilience of transportation system.Secondly,on this basis, the paper summarizes the quantitative evaluation methods of transportation system resilience research, and basis on this,it focuses on from different perspectives and pays attention to the research of experts and scholars on the resilience improvement measures.Drawing on previous experience, this paper proposes a simulation method of urban rainstorm flooding process based on urban rainstorm intensity formula,Chicago rainfall process line model,SWMM stormwater model and ArcGIS-based spatial data analysis function. In this paper, the central urban area with severe flooding disaster in Shanghai was selected as the research object.and this method is used to simulate the depth of water accumulation under two scenarios of heavy rain and flooding in the urban area. Then, according to the above simulation results, the paper evaluates the resilience values of three simulated road sections in Shanghai with a time-dependent resilience measurement model.Based on this, the equidistant classification method is used to classify the resilience levels to assess the flooding disaster recovery capability of the road traffic system. The results show that the model is simple, efficient, accurate and operable.Finally.based on the evaluation results,we will put forward constructive resilience improvement policy recommendations. The research in this paper is expected to provide new insights and tools for the performance evaluation and management of the transportation system, provide lessons and reference value for the prevention and management of rainstorm and flooding disasters in the urban road transportation system, and provide technical support for the overall planning of the transportation system which are based on the resilience theory that is urgently needed in China's future construction, and some new ideas for the resilience research of the transportation system.
