Since the publication of " Several Opinions of the Central Committee of the Communist Party of China and the State Council on Further Deepening the Reform of the Electric Power System "(Zhongfa [ 2015 ])No.9)in 2015,the profit model of power grid enterprises is no longer the price difference between the unified purchase and sale of feed-in tariffs and sales tariffs,but according to the government ’s "allowable cost + reasonable income " The approved transmission and distribution price is charged,and more clear and strict regulatory requirements are put forward for the income,cost,asset investment and operational efficiency of power grid enterprises.Therefore,it is of great significance to study the economic evaluation method of power grid investment based on cost-benefit analysis under the background of power system reform.In order to improve the efficiency of power grid investment,this paper studies the economic evaluation of investment in the three levels of county-level power grid,voltage level and power transmission and transformation project.At the same time,in order to scientifically evaluate the effect of power grid investment,this paper also tries to carry out the fuzzy evaluation of the overall investment of county-level power grid based on grey correlation analysis.The specific work is as follows :Aiming at the economic evaluation of the overall investment of county-level power grid,two benefit evaluation indexes of incremental investment internal rate of return and average investment internal rate of return are set up,as well as two efficiency evaluation indexes of historical unit power fixed assets and new unit power fixed assets.The overall investment evaluation method of county-level power grid based on comprehensive cost expenditure and income is established,and the calculation formulas of various costs and benefits are given.The feasibility of the proposed evaluation method is verified by an example of a county-level power grid.Aiming at the investment economic evaluation of power grid with different voltage levels,the investment expenditure relationship and income relationship of power grid with different voltage levels are analyzed.The comprehensive transmission and distribution price is set to reflect the power supply relationship between power grids with different voltage levels.The internal rate of return of incremental investment is selected as the evaluation index of investment economy.The calculation method of expenditure index and income index considering comprehensive transmission and distribution price is proposed.The economic evaluation criteria and process of voltage level grid investment are given.The example analysis verifies that the proposed evaluation method can better reflect the investment balance degree between different voltage levels.For the investment economic evaluation of a single power transmission project,the associated power grid of the project is first determined.According to the power supply capacity of the associated power grid,the increased power supply of the project is obtained through the comparative analysis of ’ with or without projects ’.Then,the calculation method of expenditure and income indicators of power transmission and transformation projects considering the associated power grid is given,and the economic evaluation of power transmission and transformation projects is carried out by using the financial internal rate of return index.Finally,an example is used to verify the feasibility of the proposed evaluation method.Aiming at the fuzzy evaluation of the overall investment of county-level power grid,the overall investment evaluation system of county-level power grid is built,and the weight set of evaluation index is constructed by grey correlation analysis.The improved triangular trapezoidal distribution function is used to construct the membership matrix of the evaluation index,determine the fuzzy evaluation matrix,and assign the evaluation results to the project.Finally,the feasibility of the proposed fuzzy evaluation method is verified by an example analysis.
