| Currently, the main investor of water conservancy construction project is shifting from single national financial investment to the diversification of investors step by step. The research on the economic benefit evaluation of basic, public and effective projects is significant on reducing investment risks of investors, increasing investment profitability of construction projects, promoting regional economic development and improving social welfare.The paper presented us in details the general overview of Harbin HXQ reservoir construction projects, the significance of the project implementation, the project estimation (including estimation content, estimation basis, and total estimation of the investment). With the application of technical economic evaluation theory and project management theory, we measured, evaluated and analyzed the investment payback period, the net present value of project finance and the project internal rate of return of HXQ Reservoir construction project from the two aspects of static state and dynamic state. From the perspective of investment risks, this paper evaluated and analyzed the sensitivity of HXQ Reservoir construction project. According to the characteristics of HXQ reservoir construction projects, this paper formed the economic benefit evaluation index system and fuzzy hierarchy evaluation model for this project, and applied those to the actual evaluation. On the basis of what had been researched, this paper proposed the advice on the investment decision of HXQ reservoir construction project. |
