The Research On Investment Benefit Analysis And Assessment Of Hailin Railway Construction Project

Railway is an important transport infrastructure,a country in the aspect of national economic development and maintain social harmony and stability has an irreplaceable role,occupies an important position in the entire national transportation system,railway transport has the distance is far,large capacity,low cost and high security features,development of railway transportation is the inevitable choice of every country's economic and social development.To this year,the fast development of railway construction in China,represented by high-speed railway construction China leading the world the development of high-speed railway.Especially China railway corporation was founded in March 2013,the diversification of railway construction project investment and rapid development,formed the state capital,social capital investment situation of the construction of the railway,the railway in our country at the end of 2015 total of more than 120000 kilometers,the operating range came second in the world,including19000 km high-speed rail.In national railway technology competitiveness rising at the same time,on the other hand are faced with the difficult situation of railway management benefit is gone from bad to worse.With the development of railway transportation market,the economic benefits of railway construction projects require more and more prominent,because under the planned economy system for railway construction projects the weakening of economic benefit evaluation,led to the current losses in a large part of the operating line.Based on the status quo of China's railway construction and historical reasons,the railway projects need clear positioning,to distinguish between public welfare and profitability of railway is beneficial to the development of the national railway network construction,give preferential financing ofpublic welfare railway conditions,financing conditions adopted a policy of diversification of for-profit railway,broaden the financing channels,to form community of interests.In this paper,on the basis of an analysis of the state-owned enterprise investment in railway construction project of economy,the pure market point of view of railway construction to evaluate the feasibility and social benefit,economic benefit,the railway construction for the enterprise to create better benefit,provide more convenient service for the society.This paper analyzes and evaluates the investment benefits of Hailin railway project from six aspects,and fully demonstrates the economic feasibility of the project construction.At first this paper elaborates social and economic environment of Hailin railway construction project,namely the background and significance of the construction,and then explain the value of its necessity of construction of the project;secondly this paper summarizes and organizes theoretical approaches and functions of project invested analysis;thirdly it fully describes the profiles and designs of this railway construction project,which is mainly from Hailin railway project profiles,the necessity of construction,the regional road network,the project functional orientation,as well as environmental and technical conditions such as the natural conditions,traffic conditions,the technical standards,and transportation capacity to analyze;and then using a range of methods to analyze railway investment returns of Hailin which means using different targets to analyze the benefits of this project,for example,the financial net present value,internal rate of return as well as the direct and indirect economic benefit.What's more,evaluating the targets of invested benefits by fuzzy comprehensive evaluation approachon the basis of return of invested analysis.Finally drawing conclusions of analysis of benefits of the project investment and putting forward the deficiency of this research as well as prospects for future research.
