Research On The Construction Of Rural Planner System From The Perspective Of Spatial Governance

With the continuous promotion of rural revitalization strategy,rural construction has also received unprecedented attention and development.Under the requirements of land and space planning system construction and space governance,rural planning should be actively carried out to provide space support for rural revitalization,strengthen planning to lead rural development and promote the optimization of rural governance system.As a result,the development concept of rural planning and construction has been constantly innovated.As the core supporting role of rural planning system construction,rural planners are an important component of rural governance talent sequence.At the same time,in the process of rural planning,construction and development,it is found that there is a general lack of a stable guarantee mechanism for rural planner system,and providing talents,funds and other elements is the key way to ensure the construction and development of rural planner system.In this context,rural areas have achieved unprecedented development,and the legal status of rural planning has also been established,thus exploring the construction of rural planner system has become an inevitable choice for the future development of rural planning.Based on this,this paper systematically combs the development process and practical cases of rural planner system,compares and analyzes the contents of rural planner system construction in China,summarizes the system models of rural planner system in different provinces and cities,and tries to explore the composition of rural planner system from the perspective of land and space governance.This study selected Anhui Province as an example,combined with local laws and regulations and the basic situation of the province,put forward the construction strategy of rural planner system,and then made suggestions for the construction of rural planner system in Anhui Province.(1)Divide the development of rural planner system into three stages:preparation,exploration and promotion,and sort it out in the form of development notes.Four typical cases are selected for in-depth analysis,and it is found that the common ground of the four places lies in attaching importance to the role of the rural planner system,and supporting rural planning professionals to participate in rural planning construction and management around the overall guidance,recruitment,job responsibilities and implementation guarantee of the system.Therefore,in the practice of rural planner system construction,we should pay attention to the system structure of rural planner system,formulate the system content according to local economic and social development conditions,strengthen innovation and exploration,establish a long-term mechanism,and continue to go deep and practical.(2)According to the suggestions of rural planner system construction in various places,the composition of rural planner system is analyzed.By discussing the requirements of land space governance in rural areas,this paper puts forward the theme,governance motivation,participants,responsibility concept,construction measures,institutional mechanisms and construction objectives of rural planner system,and discusses the rural planner system from three aspects: organization mechanism,operation mechanism and support mechanism.Therefore,in order to smoothly promote the effective operation of the rural planner system,we should form a systematic system operation mode with multi-party participation,clear operation process and stable support and guarantee.(3)According to the suggestions on the composition of the rural planner system,firstly,the teachers,students and professional technical resources in colleges and universities are analyzed,and the selection form and process should be determined by referring to the recruitment methods such as institutions in Anhui Province,and the establishment of sub-regions including southern Anhui,western Anhui,Jianghuai,Yanjiang and northern Anhui;Secondly,on this basis,it puts forward universal and targeted work contents,namely,the basic work contents of rural planners and the work contents aimed at the characteristics of five physical geographical divisions;Thirdly,according to the present situation of rural development in Anhui Province,the management strategies of rural planner system construction are put forward,including rural planner information service,training and education,and work standard construction.Finally,the implementation guarantee strategy of the rural planner system is put forward,including the management of work funds,the path of talent construction and the career development of rural planners.Figure[25] table[19] reference[91]...
