The COVID-19 outbreak in 2019 has seen an increasing number of patients. To meet patients’ needs for diagnosis and treatment, some general hospitals within their jurisdiction have been transformed into designated hospitals for COVID-19 treatment. The outpatient and emergency departments of general hospitals have been rapidly reformed in a short period of time,so that their medical conditions can meet the standards for treating COVID-19 patients. In addition, after the epidemic, various regions vigorously built new general hospitals to improve public health prevention and control capacity. It operates as a general hospital "in peacetime" and as a designated hospital for patients with severe respiratory infectious diseases "in epidemic time".The focus of hospital design has shifted to "epidemic transformation" design of general hospital for sudden intense respiratory infectious diseases. There is no systematic research on the design of "anti-epidemic combination" in general hospitals at home and abroad. It is of great practical significance to study how to deal with public health emergencies in outpatient and emergency departments of general hospitals.Outpatient and emergency department is the most exposed and earliest part of general hospitals, which is the key to epidemic prevention and control. It is necessary to consider how to make the limited outpatient and emergency space meet the needs of daily diagnosis and treatment, and at the same time,to treat patients with rapid expansion in the fight against the epidemic. The author has the honor to participate in the design of my mentor "New Outpatient Medical Technology Building Project of Yidu First People’s Hospital".This paper discusses the systematic strategy of "peacetime transformation" design of outpatient and emergency room space of general hospital according to the demand and current situation of outpatient and emergency room space of general hospital through the practical scheme of the research project and the field investigation of various designated hospitals temporarily set up during the epidemic.Through the deepening design analysis of the project, the design process of "anti-epidemic transformation" of outpatient and emergency space in general hospital was systematically presented. The innovation of this paper is as follows: after in-depth investigation, the design strategy of "epidemic prevention and treatment transformation" of outpatient and emergency room space in general hospital is targeted from three aspects: flexible functional configuration, efficient streamline organization, and humanized spatial scale,so as to provide new or reconstruction strategies for outpatient and emergency room space in general hospital in the future. The corresponding space transformation strategy is provided by responding to the demand, including three parts: organic connection between old and new buildings, epidemic transformation and flexible expansion. Finally,on the basis of enriching the methods of combining outpatient and emergency treatment of epidemic in general hospitals, the case study was analyzed and practiced to provide a design demonstration and action guidance for the practical application of the research results. This study aims to improve the conversion capacity of outpatient and emergency space in general hospitals,so that they can quickly realize the conversion and expansion of space in the face of sudden outbreaks, and efficiently put into the antiepidemic work.We will make active technical and space reserves for dealing with similar public health emergencies in the future, and make our modest contribution to improving the national capacity of public health prevention, diagnosis and treatment.
