| Risk comes along with social development.The report of the 20 th National Congress stressed the need to coordinate the relationship between development and security.The implementation of urban traffic planning is to prevent risks and realize social justice through the reconstruction of urban space.The issuance of the social stability risk assessment provides theoretical guidance and basic basis for planning risk assessment.However,there are still risks caused by planning and major public opinion impacts.It can be seen that in the promotion of urban governance,there is a "planning-risk" paradox,that is,the original planning is to strengthen the rationality and legitimacy of urban spatial layout,while the stable evaluation serves to reduce risks,but in fact there are a lot of risks.Most of the past studies have focused on the theory of risk society and the process and results of risks,ignoring the risks and challenges brought about by urban planning and its assessment.As an important traffic road in northern Jiangxi,the F highway has special strategic geographical value in the national road network.Therefore,it is of typical significance to take the F highway project as the main analysis object.Through field research and data investigation,it is found that there is a phenomenon of disconnection in the actual operation process,and there are many risks such as traffic congestion,environmental pollution and historical problems that are generally perceived by citizens in daily life.The content of the stability evaluation report shows that the analysis of interest groups is not sufficient,some risks have low level prediction,missing evaluation,low authority and many points to be discussed,which eventually become one of the causes of risk derivatives.In order to further analyze the mechanism of risk generation,combined with the interview records of traffic practitioners and citizens around the project,the construction of F high-speed planning has an impact on these two groups of people,and promotes the generation of derivative risks such as the assembly line of the project and the weakening of citizens’ own travel willingness.From the F highway to urban traffic planning,the relatively static planning is difficult to match with the dynamics of the living world,and the choice of people in the space may bring more unknown risks.In the process of urban development and flow,the allocation of living space and the management of political space are the reasons for the derivative risks,while the cyberspace further aggravates the spread of risks.In order to reduce the impact of these risks,it is necessary to further improve the space and strengthen management,to living space,resource allocation,reasonable responsibility share political space,cyberspace to strengthen public opinion management,reduce the uncertainty of urban life in order to promote the benign construction of urban space,create a low risk society,realize space distribution justice. |
