Since the 18 th National Congress of the Communist Party of China,China’s railway development has made historic achievements that attract worldwide attention.In the past decade,the scale of the railway network has been greatly increased,with52,000 kilometers of new railway construction.By October 2022,China’s railway operation has reached 153,000 kilometers,followed by the upgrading of railway equipment quality,the improvement of railway service quality,the improvement of railway enterprise management system and the continuous optimization of railway safety management system.At present,there are 6,818 stations in total,and about 5,231 pairs of passenger trains run non-stop every day.Such a huge station structure and the number of receiving and dispatching trains bring great risks and challenges to the safe operation of the railway.Train receiving and dispatching operation has always been the basic key work of the vehicle service system.The management level of train receiving and dispatching operation directly threatens the safety of the traffic and the stability of the transportation order.It is also the barometer of the quality of the professional management of the traffic.In recent years,railway enterprises comprehensively promote the safety management work,the use of the implementation of double prevention mechanism,but from the overall management situation is not ideal.Railway traffic accidents happen from time to time,especially the accidents of receiving and sending trains and transferring trains are concentrated,which is directly or indirectly related to the risk control is too general,the risk identification is not specific enough,the risk measures are less than the first line and the risk evaluation is not clear.Taiyuan Railway Station is located in the central part of Shanxi Province,with 56 intermediate stations and 38 special railway lines.The total operating mileage reaches997 kilometers,and 404 pairs of trains are received and sent every day,including 142 pairs of passenger trains.Due to the actual situation of multiple points and long lines,complex equipment and so on,there are some problems in the vehicle depot,such as centralized daily management,inconsistent risk points,supervision,inspection and guidance are not in place.In addition,due to the different equipment types,station conditions,personnel structure and operation methods of intermediate stations,the risk of train receiving and dispatching operation is often difficult to control,and has always been the biggest risk point of station operation.According to local conditions,train receiving and discharging risk identification and judgment,strengthen the construction of safety risk system,strict process control,search for the weak points of train receiving and discharging operation,targeted reinforcement,is the focus of railway depot safety management.In accordance with the relevant requirements of risk management theory,this paper uses the relevant methods of safety risk identification,judgment and evaluation,combined with the actual operation of train receiving and dispatching in the middle station of train depot,points out the problems existing in the safety management of train receiving and dispatching,such as the lack of comprehensive risk identification,the lack of quantitative analysis of risk evaluation,the lack of closed-loop risk management,and puts forward specific and effective optimization measures.The research content of this paper is as follows:(1)According to the actual operation of receiving and sending cars in the vehicle depot,the work flow analysis method,expert opinion method,safety inspection method,operation hazard analysis method,accident tree analysis method to identify the operation risk.The consensus identified 87 safety risk points,60 more than the existing risk points,from the aspects of train receiving and dispatching,passenger transport,freight transport,transfer,personnel,management system,etc.,and the risk identification was more comprehensive.(2)The risk matrix method was used to quantitatively describe the possibility and harmfulness of risk items,and the expert investigation method was used to make a comprehensive evaluation of the identified risk items.Then the weight is determined by the analytic hierarchy process,and the risk grade is evaluated by the fuzzy comprehensive evaluation method.Finally,the comprehensive evaluation of the current train depot on the safety risk management of train receiving and dispatching operation is obtained.(3)By combing the risk points and combining the results of risk assessment,PDCA theory is introduced into the process of train receiving and discharging operation risk control,and a safety risk control system of train receiving and discharging based on PDCA cycle closed-loop management is constructed,and more comprehensive cycle control measures are formulated,so as to effectively improve the level of train receiving and discharging operation control.Through the research on the safety risk management of train receiving and departing in the middle station of the train depot,the key points of train receiving and departing operation of the train depot are effectively identified,the weak points of safety management of train receiving and departing operation of the train depot are accurately evaluated,and the key points of risk prevention and control of train receiving and departing in the middle station are clearly clarified,which is helpful to improve the professional management level of the train.It provides a new solution to the overall safety risk management and control of the station.
