With the introduction of China’s carbon peak,carbon neutral and important strategic decisions,the new energy(photovoltaic,wind power,etc.)industry has entered a period of rapid development.To promote the high-quality development of new energy sector in a scientific and orderly manner,it is necessary to coordinate the relationship between development and safety and enhance risk awareness in order to realize the great development of energy green transformation.Huaneng Shanghai Caojing Town fishery and photovoltaic complementary power generation project is a solar photovoltaic power generation project to be developed and built by Huaneng New Energy Shanghai Branch,which is set up above the fish pond by piling photovoltaic panels,without changing the function of fish pond itself,creating a new production model of "photovoltaic power generation above and fishery farming below" and promoting the economic benefits per unit of land.The project has a large investment,long cycle time,and is not suitable for the fish ponds.The project has a large investment and a long cycle,and there are uncertainties in the development,construction and operation and maintenance of the project due to various factors such as policy,nature,technology,economy and management.Therefore,it is a very important topic to identify,analyze and evaluate the risk factors of the project and propose countermeasures in order to ensure the smooth investment and construction and achieve the expected economic and social benefits.Based on the review of domestic and international PV industry development,risk management theoretical methods and relevant project risk management examples,this paper focuses on the research objectives and divides the risk management of this project into three main stages,namely risk identification,risk assessment and risk control.Firstly,based on the literature and basic data,the initial list of project risks was established after summarizing and organizing,containing 5main categories of possible risks and 27 specific risk factors;the brainstorming method was used to design the questionnaire of risk factors,and relevant experts and scholars were invited to participate in the survey,which was scientifically processed to form a risk list of 5 categories and 16 factors,and analyzed and identified one by one.Secondly,using the hierarchical analysis method,a three-level risk level hierarchy model is established,and the expert scoring method is used to determine the scales of each risk factor by subjective assignment,calculate the weights,and obtain the weight matrix;also using the expert scoring method,the project evaluation matrix is constructed according to the probability of risk occurrence;further using the risk factor weight matrix and the probability of occurrence evaluation matrix to construct a hierarchical analysis-The fuzzy comprehensive evaluation model is used to calculate the final evaluation results of the risk factors and determine the risk level.Finally,based on the results of risk identification and comprehensive evaluation,corresponding risk control countermeasures are proposed,taking into account the objective reality of the project and the management requirements of the company.After the study,the comprehensive risk value of the project is 1.9534,which is medium to low risk.Based on the assessment results,the implementation of corresponding risk control measures can further enhance the project’s risk control capability,improve the construction quality and revenue level,and provide a certain guarantee and experience reference for the investment and construction of this power station and similar power stations.
