Study On The Operational Risk Assessment System For LNG Ships Of XN Shipping Company

The rapid development of liquefied natural gas(LNG)ships has made great contributions to China’s low-carbon economy and energy conservation and emission reduction,but also brought huge risks to China’s shipping industry.However,domestic shipping enterprises are still using the risk management methods of general ship operation,and have not established an effective risk management system specifically for the operation of LNG ships,especially the lack of a reasonable LNG ship operation risk assessment system in risk management.How to build a scientific risk assessment system and effectively apply it to shipping enterprises is a necessary means for domestic shipping enterprises to improve their risk management level,reduce risk costs and enhance their core competitiveness.Based on the analysis of the current situation,problems and causes of LNG ship operation of Guangdong XN Shipping Co.,Ltd.(hereinafter referred to as "XN Shipping Company"),combined with the research status of LNG ship risk management at home and abroad,this paper uses risk management theories and methods to build a scientific and effective LNG ship operation risk assessment system.Firstly,the text analysis method and questionnaire survey method are used to systematically and comprehensively identify the risk factors of LNG ship operation,and the main indicators of risk assessment are selected.Secondly,establish standardized risk index evaluation criteria to achieve quantitative evaluation of risk indicators.Thirdly,the weight relationship of each risk index is calculated by using the analytic hierarchy process,and then the LNG ship operation risk assessment system is proposed.Finally,through the application of the LNG ship operation risk assessment system,the rationality and objectivity of the system in the LNG ship operation risk management are verified,and corresponding measures are formulated from the aspects of system,organization,technology and capital to ensure the smooth implementation of the risk assessment system.Through the establishment of the LNG ship operation risk assessment system,the effective identification of risk factors,the standardized evaluation of risk indicators and the quantitative evaluation of risk have been realized.More importantly,the system can calculate the overall score of ship operation risk and the score of risk indicators,solve the problem that ship operation risk can only be qualitative but not quantitative analysis,and push the LNG ship operation risk management of XN Shipping Company into the era of quantitative management,improve the efficiency of risk management and improve the level of risk management.
