| After the reform of airport localization,the performance of airports has always been a common concern of the civil aviation industry and local governments.The basic mode of airport performance appraisal is that the State-owned Assets Supervision and Administration Commission of each provincial government is responsible for the performance appraisal management of provincial airport groups,and the provincial airport groups then carry out performance appraisal management for the regional airports under their jurisdiction.Gansu Airport Group formulates and implements the performance appraisal plan of regional airport companies according to the nature,function and business scope of regional airports under its jurisdiction.However,due to the early formulation of the performance appraisal plan of the current regional airport company,the changes in the market environment,and the problems in the implementation of the current plan,it is urgent to optimize the evaluation plan of the regional airport company.Therefore,the research goal of the thesis is as follows: aiming at the problems and causes of the current performance appraisal scheme of regional airport companies,according to the strategy of Gansu Airport Group and the development requirements of the regional airports under its jurisdiction,the performance appraisal scheme of regional airport companies is optimized.The research content of the thesis includes seven chapters.Firstly,the theoretical basis and analytical framework of the research are constructed by reviewing relevant literature,and then the questionnaire survey and interview method are used to find out the problems and attribution of the current scheme,and then the optimization strategy and safeguard measures for the performance appraisal scheme of regional airport companies are proposed.From the Group’s point of view,performance appraisal of regional airports is an indispensable management tool.However,regional airports are special public welfare enterprises,how to balance social and economic benefits,how to deal with the four relationships between safety and normal,safety and service,safety and efficiency,safety and development,have become the focus and difficult issue of performance evaluation.Through the research,this thesis puts forward that taking the group’s strategy and the development requirements for regional airport companies as the starting point,the strategic map of regional airport companies is drawn up,which solves the problem of regional airport companies undertaking the group’s strategy.Construct a performance evaluation index system based on the balanced scorecard theory,use the analytic hierarchy method to determine the weight of indicators,and strive to comprehensively evaluate the performance results of regional airport companies in multiple dimensions.Expand the application field and application of the assessment results and linking the assessment results with the interests of all employees of regional airports which is beneficial to the performance of regional airport companies,and improve the management efficiency of Gansu Airport Group.There are 187 regional airports in our country,and the number will continue to increase in the future.The thesis’ s optimization research on the performance appraisal program of the regional airports affiliated to Gansu Airport Group provides some theoretical reference for the study of Regional Airport Performance Appraisal,and also provides some practical reference for other Regional Airport Operation Management. |
