In recent years, with the continuous transformation of China’s economic development, while construction projects are progressing rapidly,we also need to be aware of the various risks involved in the construction process.Particularly for infrastructure projects with large funding requirements and extensive construction scales, risk management is particularly important. In recent years, the country has actively introduced the Public-Private Partnership(PPP)model, but due to the relatively short exposure to the PPP model, there is a relative lack of basic theoretical research and practical operating experience. In particular, the construction side’s perspective on specific risk control and supervision measures for projects is not mature, resulting in the failure of some PPP projects. In response to this situation, the country has been enhancing control over the construction of large-scale infrastructure projects such as comprehensive pipe corridors year by year, aiming to address the risk control issues faced by construction sides under the previous PPP model. This paper focuses on the PPP project of the comprehensive pipe corridor in City M as the research object.By reviewing and summarizing relevant literature and opinions on risk in PPP projects both domestically and internationally, and leveraging existing research,a basic understanding of the operational model and related risks of PPP projects is formed. From the perspective of the construction side, the risk factors of the comprehensive pipe corridor PPP project in City M are quantitatively identified using data analysis.A comprehensive application of the Analytic Hierarchy Process(AHP)and fuzzy comprehensive evaluation method is used for qualitative risk assessment. The study reveals that contract risk, cost risk, quality risk, and policy risk are the primary risks, while organizational risk, schedule risk, funding risk, and safety risk are secondary risks.Detailed analysis is conducted based on the risk assessment results, and risk response measures and strengthening monitoring measures from the construction side’s perspective for the comprehensive pipe corridor PPP project in City M are proposed. This provides guidance for the smooth progress and development of the project.
