As the national "14th Five-Year Plan" proposes to promote the new urbanization centered on people and strengthen the renovation of old urban areas and community construction,resettlement housing,as an important measure to cope with the limited new urban land resources in China,is a long-term,systematic and complex project.It faces complex interests,frequent contradictions and risks of social instability.Changchun is the earliest city in China to implement urbanization.Based on the strong industrial foundation during the period of Manchukuo and the early days of the country’s establishment,there are a large number of old residential areas.The BH resettlement housing construction project chosen for study in this article is not only to solve the housing problem for more than 1130 residents,but also to provide ideas and possibilities for investment attraction and the creation of new regional landmarks in Area A,in the face of the sluggish real estate market in Changchun.According to the acquisition and resettlement plan,the resettlement housing construction project must be completed by September30,2023,which imposes a strong deadline requirement and milestone event.Due to initial contractual issues and the impact of novel coronavirus pandemic on the entire country,the resettlement housing construction project carries a significant risk of delays.In response to these issues,this study extensively reviewed domestic and foreign theoretical research achievements,conducted field investigations to understand the current situation of project progress management,summarized and inferred the characteristics and factors affecting the progress management of the Changchun resettlement construction project,and optimized the project progress management using the WBS,Critical Path Method,and Critical Chain Technology,adjusted the deadline and re-compiled the schedule,shortened the redundant time during construction,and set a 25-day project buffer,reducing the project duration from the original plan of 434 days to 430 days,achieving the deadline requirement smoothly.The main work completed in this study is as follows:(1)Through literature review and field survey,analyze and study the characteristics and difficulties of the resettlement construction project,and determine the factors affecting the progress of the resettlement construction project.(2)Decompose the resettlement construction project with WBS,compile and optimize the progress plan,determine the work tasks of each process,and determine the duration of each process.Use the Critical Path Method to determine the critical path and critical process,and use the Critical Chain method and root variance method to calculate the project buffer.Propose the use of the buffer matrix to monitor and detect the buffer zone.(3)Propose to use the PDCA cycle theory to strengthen the control of progress management,establish and improve multiple measures to ensure that the project proceeds smoothly according to the plan.In conclusion,based on the idea of the supervisor company’s full-process management,this study comprehensively considers the control of progress management in various links of the construction project,and applies the research method of progress management of resettlement housing to the BH resettlement housing construction project,which proves the effectiveness of the research in practice,promotes the progress management of the project to a certain extent,and demonstrates the effectiveness,applicability,and rationality of this study.
