Study On Maintenance And Management Of National And Provincial Trunk Highways Under The Jurisdiction Of Q County Of Guilin

With the rapid development of social economy,the construction of transportation infrastructure has increasingly become the focus of all countries.In the international scope,all countries have strengthened the road maintenance and management efforts to improve the efficiency and safety of road transportation.Domestically,the Chinese government has also issued a series of policies to strengthen highway maintenance and management to ensure the quality and service life of roads.However,for the local governments,there are still facing a series of challenges in road maintenance and management.Taking the national and provincial trunk highways under the jurisdiction of Q county of Guilin city as an example,this study aims to deeply analyze the current situation of their maintenance and management,and put forward corresponding improvement measures.This paper uses literature analysis,comparative analysis,field investigation and other methods,from the perspective of combining theory and practice,to conduct in-depth research on the maintenance and management of national and provincial trunk roads in Q county of Guilin city.The main content is divided into five parts: the first part introduces the research background and significance,sorts out the domestic and foreign provincial trunk highway maintenance and management research,summarizes the main achievements and shortcomings of related research,introduces the research methods and technical routes as well as the related concepts and theoretical basis of highway maintenance and management.The second part summarizes the general situation of maintenance and management of national and provincial trunk roads in Q county area of Guilin city,and analyzes the current situation of maintenance and management of national and provincial trunk roads in Q county area from five aspects,such as organization setting,operation mode,funding source,talent structure,laws and regulations.The third part discusses the existing problems and causes of the maintenance and management of national and provincial trunk roads in the jurisdiction of Q county of Guilin city,such as low efficiency of department management,low degree of information technology,weak financial security ability,low quality of personnel,etc.,and analyzes the causes of problems from the aspects of maintenance management system,institutional reform,maintenance cost,team structure,laws and regulations.The fourth part,learn from the road maintenance management experience of Zhejiang,Jiangsu and other places,and draw the essence from the practice of other provinces,in order to provide reference for the road maintenance management of Q county.The fifth part puts forward the countermeasures and suggestions to improve the maintenance and management of national and provincial trunk roads in Q county of Guilin city,such as optimizing the organization setting,improving the operation mechanism,increasing the maintenance investment,and strengthening the construction of talents.Through the in-depth study of the maintenance and management of national and provincial trunk roads under the jurisdiction of Q county,this paper aims to provide scientific and reasonable maintenance and management suggestions for local governments,so as to improve the efficiency and safety of road transportation and promote the sustainable and stable development of local economy.
