| The automobile industry is an important pillar industry related to the national competitiveness and sustainable and healthy development of the national economy,with a long industrial chain,high relevance,wide employment and large consumption pull,playing an important role in the national economy and social development.At present,China’s auto industry has gone through the high-speed and medium-high-speed development stage,entering a period of transition from quantitative expansion to quality improvement,which also marks the development of China’s new energy vehicle industry has entered a new stage of development.In the "14th Five-Year Plan",China has raised the development of new energy vehicles to achieve the "carbon peak" key national strategic initiatives,which is not only the need to seize the opportunity to adjust the industrial structure,but also a strategic choice made from a long-term perspective.This paper studies the policy support for the development of new energy vehicle industry in Liuzhou City from the perspective of policy process,focusing on four major aspects: policy formulation,policy implementation,policy evaluation and policy change.It also takes the real-life problems of the new energy vehicle industry development policy as the guide,combines the problems with the policy process,and explores the advantages and shortcomings of each link of the policy process in depth.This paper uses a combination of questionnaire survey and comparative research methods,and combines theories related to policy process theory to provide a theoretical basis for the study of the Liuzhou government’s policy support for the development of new energy vehicle industry.First,the current status of the implementation of new energy vehicle development policy in Liuzhou City is stated and analyzed,and the implementation of new energy vehicle industry policy is investigated to summarize the shortcomings of the current policy,the lack of science in policy formulation,the inadequacy of policy implementation mechanism,the imperfect policy evaluation system,and the slow update and iteration of policy changes.The reasons for the problems are also analyzed in terms of policy formulation,policy implementation,policy evaluation and policy change.Secondly,by comparing the new energy policies of foreign developed countries,we analyzed the main contents and characteristics of foreign policies on new energy vehicles,and analyzed and digested some advanced foreign policies as the experience that Liuzhou City can learn and learn from.Finally,based on the comprehensive analysis of domestic and foreign new energy industry policies,suggestions are made for Liuzhou’s new energy vehicle industry policies: enhancing the scientific nature of policy formulation,establishing a sound policy implementation mechanism,improving the policy evaluation and management system,and accelerating the transformation and upgrading of policy changes. |
