New industries have been important areas of government policy support.In recent years,as the government key support area,new energy vehicles in China in the government policy of subsidies and incentives industry have made great strides under government subsidies and policy incentives,industrial scale marked increase in core technology will continue to mature and stable.In New auto industry policy development and energy.In the process of new energy automobile industry policy formulation and implementation,also exposed some problems,a mong them,the most prominent problem is the "subsidy fraud" problem of new energy vehicles.New energy vehicle enterprises defrauded the central and local governments of financial subsidies through enterprise false production,falsification of technical parameters and performance indicators,conspiracy to repeatedly apply for subsidies for battery buyback,and self-production and self-sale of "left hand is right hand".The main reasons for the phenomenon of "subsidy fraud" in new-energy vehicle enterprises lie in three aspects:The first is the moral hazard in the implementation of the industrial policy of new energy vehicles.Due to the existence of information asymmetry,driven by the huge interest temptation,some enterprises take risks to take advantage of the loopholes of the policy and make false declaration of subsidized products for "subsidy fraud".Second,the new energy policies lack of coordination of the auto industry,covering many areas of new energy automobile industry and industry,composed of numerous,different types of policy system in China,organic failed to meet policy.At the same time,in the process of promoting the development of new energy automobile industry,the government excessively chooses control tools and lacks the dynamic adjustment of policy tools,which makes the selection and combination of policy tools more difficult.Third,in the process of industrial policy implementation,the government's supervision ability is insufficient,and the means of supervision is relatively backward.It still stays in the stage of organizing a large number of manpower and material resources on-site inspection,which is in sharp contrast to the characteristics of new energy vehicles such as intelligence,informatization and networking.To improve the new energy industry policy,promote the healthy and orderly development of the new energy automobile market and promote technological innovation,efforts should be made from three aspects: First,to reshape the policy rules of new energy automobile industry with the concept of rule of law,improve the integrity and rigor of subsidy procedures,and promote the improvement of relevant laws and regulations of new energy automobile industry.Second,strict compliance with the appropriate decision-making process,strengthening public participation,focus,extraction and absorption of public opinion,to minimize government decision biases arising from asymmetric information.Establish collaborative mechanisms of Industrial Policy,select the realistic need a wide range of policy tools.Third,the optimization of the development of new energy vehicles market supervision and disciplinary mechanisms to strengthen the process of new energy vehicles government subsidies regulation,strengthening on the new energy vehicles "subsidy fraud" efforts to punish behavior.
