If you think of the company as an organism,then the grass-roots employees are the cells that make up the company.Countless cells come together to play their respective functions,so that the company as a collective survival longer.Therefore,the company only attaches importance to the training of grass-roots staff,in order to occupy a place in the fierce competition.As an important part of human resource management,training and development is a powerful measure to realize the construction of grass-roots staff and improve the overall competitiveness of the company.But all the time,training and development work has not been paid attention to,the system construction is not perfect,the process is not in place and other problems emerge in endlessly.Therefore,how to optimize and improve the training and development system is an urgent task for the company to complete.The ST County power supply company studied in this paper belongs to the State Grid,and its main business is all the power supply and the operation of electric vehicle charging facilities within the urban planning scope.This paper sorted out the problems found in the training and development system at home and abroad,the causes of the problems and proposed countermeasures,and extracted the problems existing in the training and development system of the grass-roots staff of ST County power supply company,the main training and development effect is poor,can not reach the expectations;Staff participation in training enthusiasm is poor,perfunctory;Employees have poor training experience and are dissatisfied with trainers and training time.In order to solve these problems,this paper uses the concepts and theories of training needs analysis,adult learning theory,career development management,Koch four-level assessment model,and literature,questionnaire and interview methods to analyze the causes of these problems.The main reasons are the lax implementation of the training process leading to defects in each link,the lack of career development planning,and not making full use of the characteristics of adult learning.In response to these reasons,this paper builds a training and development system model,and puts forward countermeasures and suggestions from two aspects of process improvement and safeguard measures.Process improvement includes five aspects: strengthening demand analysis,improving plan formulation,implementing plan implementation,improving training evaluation,and transforming development effect.The safeguard measures include doing a good job in career development management and making reasonable use of "State Grid School".Through this study,we hope to provide some valuable references for the training and development of the grass-roots staff of power supply in ST County.
