Since the report of the 18 th National Congress of the Communist Party of China clearly put forward the strategy of "maritime power",China's marine development and utilization work has entered a new period of development.For the navigation security center,it needs to play a functional role in the development of the shipping economy,which puts forward a higher strategic demand for the work level and development ability of the center's staff.At present,the work of the maritime security center needs to be carried out in accordance with the requirements of "revolution,normalization and modernization" of the maritime system,the human resource management system and the quality maintenance system of the maritime team should be configured in accordance with the requirements of the Party group of the Ministry,and the technical support and service support business of the performing unit should be responsible for,so as to ensure the convergence of the strategic systems needed for the "maritime power" strategy.Therefore,as an institution directly under the Ministry of transport,the research object of this paper,X navigation support center,not only needs to promote the improvement and optimization of the existing work in terms of specialty,but also needs to strengthen the upgrading management in terms of staff training,so as to ensure the deepening of the reform of the follow-up work,so as to ensure the docking of the human resources professional team of strategic improvement and the development needs.According to the current training situation of X navigation support center,the current training work of employees is closely related to the operation basis of personnel system,performance appraisal and other parts of the work,which needs to find out the suitable or create the appropriate operation path.Only by analyzing and updating the integrity of human resource management can we find out the corresponding improvement Strategy ensures implementation.In this regard,this paper has launched a systematic study,through the analysis of the existing training needs analysis is not in place,the lack of targeted training content,the lack of effective training process management,limited training resources,training evaluation in the form of five problems and their causes,through the comparison of the advantages and disadvantages of domestic and foreign practical experience and strategies and applicability to explore the solution.Finally,the research puts forward specific improvement measures,namely: increase the analysis of training needs,analyze the needs of organizations,posts and employees;coordinate the training content of strategic innovation,reasonably set up training courses around the organization strategy,and innovate the training content in combination with the development needs;establish the management system of health training,upgrade the training system based on process management,and develop talent growth management Management system;increase training input,optimize training resources,build a modern training system,allocate marine personnel training resources according to the requirements;establish a long-term training evaluation mechanism,improve the results evaluation and improvement links,and improve the level of independent management.In this way,I hope to provide more innovative training ideas and practical ideas for the rapid development of China's aviation insurance industry in the future,and also provide research reference and theoretical basis for related research in this field in the future.
