Research On The Maintenance Management Of Rural Roads In Shaanxi Province

Rural road is the main transportation network for connecting rural and urban,it is closely combined with the interests of the masses,closely related to people’s life and production,and could directly affect the economic income of the masses,in order to reduce the gap between rural and urban,farmers and citizens,rural roads play a huge role and provide a certain protection effects for the rural economic development,it is the foundation and bond of building a harmonious society.In recent years,with the rapid development of economy and the new rural construction,the construction of rural roads have been expanded,due to the rural roads high coverage,line miles long and complex geographical position,make the rural roads out of management,lack of funds,and the responsibility is not clear,such as management does not reach the designated position,seriously hindered the rural highway maintenance quality and the service life and hindered the development of rural economy and transportation enterprise.So based on the research of the Shaanxi rural road maintenance management,a more comprehensive understanding of Shaanxi rural road maintenance management present situation and existing specific problems,through in-depth research and analysis,put forward targeted Suggestions and Comments,provide reference for rural road maintenance management work.This paper through the five counties of Shaanxi province :the AnSai county of Yan ’an,JingBian county of Yu Lin,HeYang county of WeiNan,YanLiang rural of Xi’an city,Bin County of XianYang rural road maintenance management for research analysis,mainly come to the following conclusion:(1)Each district and county of Shaanxi province rural road maintenance management of basic is suitable for the current situation of the development of districts and counties,but at the same time there are also some difficult problems,such as lack of fund,and shortage of funds consciousness weak maintenance system is not sound,curing technology lag behind,etc.(2)As the pace of rural road construction continues to accelerate,more funds are needed for rural road maintenance.The current rural road maintenance funds mainly come from the government financial support,maintenance funding is single,unstable,lead to maintenance fund shortage,and maintenance funds shortage is one of the main factors of restricting the rural road maintenance quality,must carry on the maintenance funding from various aspects,to increase spending on rural road maintenance funds,strengthen the system of maintenance funds.(3)Improving the maintenance quality of rural roads must improve the professional quality of maintenance engineering technology and maintenance personnel,and improve the assessment mechanism of maintenance management.The common rural road maintenance is not professional,maintenance is not comprehensive,"Reconstruction of light to raise" is serious,curing enthusiasm is not high,to fundamentally improve these disadvantages must improve maintenance management concept,straighten out the maintenance management system,improve the system of assessment of maintenance management.Research of this paper is helpful to make the rural road maintenance management experience of advanced promotion,help to improve the level of rural highway maintenance management,through the research of this paper,is good for Shaanxi rural road maintenance management mode provides new theoretical reference,so as to improve the quality of Shaanxi rural road maintenance management.
