The Study On Reform Of Highway Maintenance System In Zhuzhou City

As an important part of the transport system, highway plays an irrep-laceable role in the development of the national economy. Due to thepublic nature of China’s highway maintenance system, it has survivedunder the planned economy for a long time. Despite Guangdong, Jilin,Zhejiang and other areas put forward "Market-oriented reforms" conceptfor highway maintenance system after a long exploration, it is hard tomake "Market-oriented reforms" concept popularize in most areas ofChina.Based on public goods properties and monopoly attribute of highway,we believe that its externalities and non-exclusive mature feature makesits maintenance a tough thing. After a deeply research of highwaymanagement system and maintenance system, some scholars point outthat the complexity of highway management mode, chaotic maintenanceand management system are the main reasons for low efficiency ofhighway management. Then, we make a deeply analysis of the UnitedStates, Japan, France and other developed countries’ highway mainten-ance system, as well as some domestic areas’ highway maintenancemanagement system reform, such as Qinghai province, Yunnan province,Jilin province and so on to find some good mode for Zhuzhou City. Atlast, we found that market-oriented highway maintenance reform and the separate system of government and enterprises are the core for the reformof highway maintenance system in Zhuzhou City.After a Comprehensive analysis of the status quo and problems ofZhuzhou City Highway Maintenance and Management System, we pointout the necessity of the market-oriented reform of highway maintenancesystem for Zhuzhou. Also we put forward a three-stage reform plan, ieinitial mode, transition mode and ultimate mode, and give some advicesfor some of the specific issues that may happen in the reform. The studyof this paper possesses certain practical value for highway maintenancesystem reform in Zhuzhou City, while also having its reference signi-ficance for local maintenance reform of highway in other regions.
