Research On Legal And Policy Guarantee For The Development Of New Energy Storage Industry

In recent years,countries have taken a more positive attitude towards climate change.China has also put forward a "two-carbon" goal,promising to achieve carbon peak by 2030 and carbon neutrality by 2060 in the international community.The key to realizing the goal of "double carbon" lies in the development of new energy storage.As an important infrastructure of new power system,new energy storage has a great development demand.It is undeniable that new energy storage can not only promote the realization of the "two-carbon" goal,but also play a role in solving energy security.《Energy Law(draft)》has been published,which stipulates related contents of new energy storage.It can be seen that new energy storage is crucial to the development of energy.However,the development of new energy storage is not optimistic.Based on this background,this paper reviews the national laws and policies on new energy storage,and finds that the national policies and legal protection content for new energy storage are not perfect.Although the policies supporting the development of energy storage have been introduced in recent years,the central version of the policy has piled up principles and unclear direction,while the local version of the policy is simple and arbitrary,bringing many doubts.Unclear business model and low investor enthusiasm make it difficult to "grow in the positive direction" of the energy storage industry,which is very unfavorable to the long-term and high-quality development of the industry.The "two-carbon" goal has triggered a profound change in the structure of the power system.The reliability of power supply,the safe and stable operation of the power grid,and the efficient use of new energy have become the main line of the development of the future power system.As an important measure to improve the regulation capacity of the system and promote the consumption of new energy,new energy storage is an indispensable part of the new power system.It has become a consensus to add new energy storage in the power system,but there is no perfect price mechanism to support the additional energy storage equipment,lack of investment recovery channels,it is difficult to attract more capital investment,and cannot realize the stable and sustainable development of the industry.In this case,law and policy,combined with new stored energy status and factor that influence its development,this paper analyzes new energy and new stored energy development status in foreign countries,and study its effective practice to press storage for reference of our country.At last,on the basis of the analysis of new stored energy,related policies and laws of our country,this paper puts forward a proposal on how to perfect new stored energy law and system,so as to promote the development of new stored energy effectively,so as to reach the "double carbon" goal early.
