Inland waterway transport is an important mode of transportation,and the Grand Canal is an important part of Chinese comprehensive transportation system.In the construction of inland water transportation infrastructure such as ports,ship locks,and waterways,the entire process of project planning,design,construction,and use almost requires the participation of all levels of province,city,county,transportation,water conservancy,environmental protection,land and other departments.At present,the development of inland waterway transport along the Grand Canal in Shandong province has achieved remarkable results,but there are some problems in regional development,planning and construction,which restrict the comprehensive benefits of water transportation.The emergence of the plight of the inland waterway transport development of the Grand Canal is directly related to the immaturity and smoothness of the canal’s cross-domain governance model.Since waters are not limited to one city and one place,they are linearly distributed and directly related to upstream and downstream.Therefore,without a unified deployment and smooth cross-domain cooperation mechanism for water management,it is difficult to achieve coordination across the board.As far as the Grand Canal is concerned,its watershed form running through the north and south makes its construction and management have the characteristics of cross-domain governance.Taking reasonable and effective countermeasures to carry out effective cross-domain governance is the key to solving the current dilemma of inland waterway transport development and exploring the development model of inland waterway transport.Therefore,this article discusses the issues and strategies of inland waterway transport along the Grand Canal in Shandong province from the perspective of cross-domain governance,does not stick to the traditional technical and engineering aspects of inland waterway transport,and uses public management theories to provide suggestions for the development of the Grand Canal.This article based on public management theories such as intergovernmental relations,collaborative governance,and overall governance,using research methods such as interviews and comparative,analyses the model changes and main methods of inland waterway transport cross-domain governance,summarizes the current main problems and the internal reasons.Through comparative analysis with domestic and foreign inland waterway transport cross-domain governance models,we put forward countermeasures and suggestions to promote the cross-domain governance of inland waterway transport along the Grand Canal in Shandong province,in order to resolve practical problems from the perspective of public management,and provide reference for the future development and innovation of inland water transportation,and also provide reference for the current cross-domain governance research provides a useful supplement.The article believes that the current inland waterway transport along the Grand Canal in Shandong province is governed by the leadership of the Shandong Provincial Government,the guidance of the Ministry of Transport,the specific responsibility of the Shandong Provincial Department of Transportation,the coordination of development and reform,water conservancy,environmental protection,natural resources and other departments,the division of labor by local governments,and the participation of enterprises.It can be seen that the main Issues existing inland waterway transport along the Grand Canal in Shandong province from the perspective of cross-domain governance are insufficient attention to cross-domain governance of water transport,weakening of the role of inter-government vertical promotion,imperfect inter-government horizontal coordination mechanism,difficulty in exerting the synergy of social entities,and low management level of inland water transport industry.The causes of the problems can be summarized as the lag in the construction of laws and regulations,the pains of the reform of the water transportation system,the interest considerations of the government body,and the limitations of the social body.By drawing on the advanced experience of cross-regional governance of inland waters at home and abroad,from strengthening Strengthen the awareness of cross-domain governance of Inland waterway transport,improving the government’s cross-domain governance mechanism,deepening the collaborative governance of social entities,and refining the overall governance measures of the industry are effective countermeasures to solve the problem.
