The 14th Five-Year Plan had pointed out the need to develop strategic emerging industries.The 13th Five-Year Plan had listed China’s new energy vehicle industry as one of the strategic emerging industries and proposes to enhance the supporting role of emerging industries.In the digital economy,through teclhnological innovation,we can break through the key technologies of emerging industries,help to build the digital ecology of emerging industries and promote the sustainable development of new energy vehicle industry.From the perspective of patent,this paper evaluates the technological innovation ability of China’s new energy vehicle industry.At the same time,this study enriches the research content of industrial technological innovation ability from the perspective of patent,expands the research field of industrial technological innovation ability evaluation,and improves the evaluation index system of industrial technological innovation ability from the perspective of patent.From the perspective of patent,this study constructs the evaluation index system of technological innovation ability of new energy vehicle industry.The system includes three primary indicators of tech nological innovation input,support and output;There are seven secondary indicators under the primary indicators.Among them,the input dimension includes human resources,funds and participating institutions.The support dimension mainly refers to environmental support,including internal environment and external environment.The output dimension includes achievement quality and achievement quantity;At the same time,19 threelevel indicators based on patent information are set in the index system.Based on the relevant data during the 13th Five Year Plan period,this study calculates the weight of indicators at all levels by entropy method,then makes an empirical analysis by TOPSIS method,and defines the intensity of the top five provinces in each dimension(1-2 called high strength;3-5 called high strength).The conclusions are as follows:first,the overall comprehensive technological innovation ability of the industry is ranked.The top five provinces are Jiangsu,Guangdong,Beijing,Zhejiang and Shanghai;Second,the technological innovation investment capacity of the industry.Guangdong and Jiangsu provinces have highintensity technological innovation investment capacity,and Zhejiang,Beijing,Shandong and Anhui provinces have medium and high-intensity technological innovation investment capacity;Third,technological innovation support capacity.Beijing,Jiangsu and Guangdong have highintensity technological innovation support capacity,while Shanghai,Zhejiang,Anhui and Shandong belong to the range of medium and high intensity.Fourth,technological innovation output capacity.In terms of achievement quality and quantity,Jiangsu and Guangdong provinces have high-intensity achievement output capacity,while Zhejiang,Beijing and Anhui provinces are at the medium and high-intensity level.Finally,according to the results of empirical analysis,this paper puts forward targeted countermeasures and suggestions to improve the technological innovation ability of the industry from the three aspects of government,market and participants.
