Study On "Value Chain Double Circulation" Measure And Employment Effect Of Zhejiang Digital Economy Core Industry

The wave of economic globalization has promoted the economic relations among countries in the world,and formed the economic situation of international great circle worldwide,thus giving rise to the global value chain.China timely grasped globalization opportunities,actively deepened international exchange and cooperation,and constantly integrated into the great international economic cycle.In order to deal with the risks of global economic downturn,the construction of the new development pattern of "domestic great circulation as the main body and the double circulation promoting each other at home and abroad" has become an important economic strategic layout in China.In view of the technology-driven economic reform ideas,digital economy,high-tech industry,information technology and other fields highlighted,digitalization has become a new direction and focus of economic development in various countries,China also seize the wave of digital economy development.Throughout the country,Zhejiang province has taken the lead in responding to the national call to actively implement the digital economy "No.1 project",planning to build a national digital economy demonstration province.From the perspective of two value chains,this paper discusses the "double circulation" measure and its employment effect of the core industries of digital economy in Zhejiang Province.First elaborated the digital economy industry value chain theory,analyzes the digital core economic industry division of four major departments participate in the global value chain model,including digital products manufacturing is given priority to with producers driven up the value chain,digital products industry is given priority to with type buyer-driven value chain,the digital technology industry and digital elements drive industry has its own value chain process respectively,Both sectors are demandoriented,presenting a hybrid driven value chain.The formation mechanism of the "double circulation" pattern in China is formed under the effect of globalization,regionalization trend and the policy of Midwest driven by the east.On the basis of the formation mechanism of "double circulation" pattern,this paper further discusses the influence mechanism of "double circulation of value chain" pattern on the employment of the core industries of digital economy.From the macro perspective,the local itself and the external geographical subject have the creation effect and spillover effect on the employment of their industries respectively.Secondly,based on the theoretical framework,various methods such as EMMIO table preparation method,separation coefficient method and KNN interpolation method are integrated.Using the latest OECD World Input-output Table from 2000 to 2018,China’s inter-regional Input-output table from 2012,2015 and 2017 published by China Carbon Accounting Database,and the provincial-level import and export data from 2012 to 2017,The non-competitive input-output tables of core industries of digital economy embedded in Chinese provinces under the same framework of GVC and NVC in 2012,2015 and 2017 were built.On the basis of the input-output table data,based on the theory of global value chain and the framework of production decomposition,this paper uses the statistical index method to measure the "double circulation" pattern of the core industries of digital economy,and calculates the degree and position of the core industries of digital economy embedded in the global value chain of countries and Chinese provinces.Measure the coordination degree of digital economy participating in the "double circulation" pattern of domestic provinces.The results are mainly as follows:(1)Digital products in Zhejiang province services production activities in the three years have occupied a relatively upstream of the link,because of its technical level gradually improve,in three of the other sectors,as manufacturing in the developed countries "processing factory" role also gradually disappear,although can produce upstream and downstream link differentiation phenomenon,but occupied GVC link or more concentrated in the middle,The development pattern of the core industries of the international digital economy has changed greatly.However,developed countries can still occupy the upstream position in the digital technology application industry with high technical requirements,and there is still a phenomenon of "low-end lock-in" in the hightech field.(2)It further focuses on the analysis of the performance of digital products manufacturing industry and digital technology application industry of all provinces in China.Generally speaking,the eastern region is still the high-tech zone,and the central and western regions are the passive leading zone,among which the performance of Zhejiang province is not very outstanding.From the comprehensive perspective of GVC and NVC,western provinces can obtain a more upstream position in GVC than NVC.NVC has "link suppression" on western provinces,which may be influenced by the priority allocation of domestic resources to developed coastal provinces and regional economic belts.In the digital product manufacturing industry,the eastern region,especially Guangdong and Shanghai,is more prominent,and the central Henan and Anhui have gradually become important production acceptance places.In the digital technology application industry,the eastern region generally occupies a forward position in the "double cycle" pattern,and Hainan,Henan,Shandong and Anhui are typical backward participating provinces.From the perspective of the coordination degree of GVC and NVC,it is basically a state of high coupling and low coordination.Some western provinces have low coupling degree and poor interaction between GVC and NVC,indicating that the current domestic provinces have not formed the "double circulation" pattern of core industries of digital economy in benign operation.(3)Based on the characteristics of the input-output table and its two-way economic effects,taking Zhejiang Province as an example,based on the employment impact path of the core industries of digital economy participating in the "double cycle" pattern,this paper focuses on analyzing the employment effect of the core industries of digital economy participating in the "double cycle" pattern in Zhejiang Province.To explore the world countries and provinces in China digital core economic industry of Zhejiang province employment impact regional heterogeneity,found that is still the strongest job creation effect of Zhejiang province,and to participate in "binary" structure caused by external geographic subject digital core economic industry of Zhejiang province department of employment spillover effect is positive effect,but the influence of other countries,or provinces are relatively small,The influence of global value chain on employment is not as significant as that of domestic value chain,and the influence of regional economic belt is stronger than the radiation effect of the whole global value chain.By further expanding the clustering of geographical subjects of employment effect,the overall classification can be divided into high spillover-manufacturing oriented category,low spillover category,labor factor driven category,and high spillover-advantageous industry category.Based on clustering,similar economic strategies can be formulated among similar geographical subjects or geographical subjects with strong regional economic driving force.
