Study On The Optimization Of The Implementation Plan For Old Residential Areas’ Renovation In Yuetang District Of Xiangtan City Under The Background Of Urban Renewal

With my country’s urbanization rate reached the "new stage" and economic growth has entered the "new normal",urban development has gradually transformed from extension expansion to connotative upgrading,and urban renewal operations represented by old residential areas’ renovation have become the focus.The old residential areas’ renovation in Yuetang District of Xiangtan City has achieved remarkable results since it was comprehensively promoted in 2019.However,in the process of implementation,problems such as difficult fund-raising,low supervision efficiency,emphasizing construction over operation,differences of opinions and weak enthusiasm of local governments have also gradually become prominent,which restricts the quality and efficiency of transformation and upgrading.The traditional implementation plan of " focuses on a single subject,pure business project,top-down" for the renovation of old residential areas is difficult to meet the requirements of high-quality urban development,high-quality residents’ life,and high-level grassroots governance,by basing itself on the whole,taking the point to lead the surface,and participating in multiple parties,it has become a new development direction to realize the systematic renewal from the material level of the space environment to the non-material level of the humanities and features.Based on the old residential areas’ renovation in Yuetang District,through relevant theoretical study,investigation and visit,literature research,etc.,from the perspective of urban renewal,this paper systematically analyzes the multidimensional connotation of old residential areas’ renovation,study on the optimization of the implementation plan,and puts forward the adoption of diversified investment and financing mode,the use of digital management information system,the establishment of long-term management mechanism,the application of participatory design and formulating performance evaluation systems.Finally,this paper puts forward suggestions from the aspects of policy guarantee,resource guarantee,risk control,etc.to provide basic guarantees for the smooth progress of the optimization strategy of implementation plans.It is hoped that through the research of this paper,it can provide corresponding references for the old residential areas’ renovation and promote the high-quality and sustainable development of human settlements.
