An Empirical Study On The Evaluation Of Old Community Under The Concept Of Complete Community

With the transformation of China’s urban construction from the pursuit of "scale expansion" to the focus on "quality improvement",a complete community that pays attention to residents’ quality of life and happiness comes into being.In recent years,the combination of the construction of complete communities and the transformation of old urban communities has attracted the general attention of the government and academic circles.However,the study of complete community in China is in the initial stage,the number of relevant literature is small,and the practical research combined with the transformation of old communities is even less.Therefore,it is of great theoretical and practical significance to construct a complete community evaluation index system and further explore the transformation strategies of old communities from the perspective of complete communities.This paper intends to carry out related work from three aspects: theoretical research,evaluation system construction and empirical research.Summarizes the domestic and foreign theoretical research system complete the practice of the community and the mainstream theory,clear the whole community concept,put forward the complete system consists of community public service facilities,community infrastructure supporting system,environment system,community security system,community management and service system,community civilization system 6 class components,as a complete evaluation system of community based framework,The main characteristics of complete community are summarized.In terms of evaluation system construction,put forward to follow the principle of full community characteristics of six,build the index of 6 one class,index of 19 2 class,and 62 measures of tertiary evaluation index system of the integrity of the community,and using the analytic hierarchy process(AHP)to determine the weight of each index,through fuzzy comprehensive evaluation method to determine index quantitative standard,divided into the four level of integrity;In the aspect of empirical study,the old community of Ronghua Subdistrict is taken as the research object,and the evaluation index system is used to conduct practical evaluation by combining spatial analysis and statistical survey.Combined with the evaluation results,the six major problems of the old community and the corresponding improvement and transformation strategies are summarized.In conclusion,this paper makes clear that the complete community has the following characteristics:(1)it pays attention to both "hardware" construction and "software" construction;(2)the weak points of community construction can be identified;(3)pay attention to children,the elderly,the disabled and other special groups;(4)to meet the new needs of residents;(5)Pay attention to meeting residents’ basic living needs and realizing basic security;(6)Emphasize the main role of residents.An evaluation index system is constructed according to these six characteristics,which can be used to find the shortcomings of the old community construction and provide a basis for defining the key reconstruction contents of the old community.This paper puts forward the upgrading and renovation strategy of the old community from the perspective of the complete community,in order to provide reference and reference for the construction of the complete community and the reconstruction of the old community.
