The development of characteristic towns is an important measure to promote the healthy and orderly development of small towns in China in the new period.It is a key strategy to respond to the requirements of the new era and adapt to the new development environment.It is of great significance to China’s new urbanization and Rural Revitalization.However,driven by multiple factors,the development of characteristic towns has encountered problems such as real estate,formalization,hollow industry and weakening sustainability.As characteristic towns rely on characteristic industrial development,under the influence of the current epidemic and domestic and foreign complex background,the resilience of industrial development of characteristic towns has been severely challenged.Therefore,it is particularly important to evaluate the industrial resilience of Characteristic Towns and put forward practical promotion strategies to deal with various potential risks and practical problems.Based on this,on the basis of fully combing the relevant documents at home and abroad,this paper believes that the industrial resilience evaluation of characteristic towns needs to be analyzed from multiple dimensions from a complex perspective;At the same time,industrial resilience has both static attribute characteristics and dynamic response characteristics.Therefore,the evaluation of industrial resilience of characteristic towns needs to introduce a dynamic perspective.Based on the above considerations,this paper introduces complex adaptive system theory(CAS)to analyze the dimension of industrial resilience of characteristic towns,and introduces pressure state response model(PSR)to evaluate the dynamic characteristics of industrial resilience.Based on the above theoretical basis,this paper further establishes the theoretical evaluation model and method of the industrial resilience of the characteristic town,and evaluates the industrial resilience of PENGCHANG Town,a nonwoven characteristic town in Xiantao City,according to the model and method.Finally,according to the evaluation results,the strategies for improving the industrial resilience are put forward from four systems: industrial system,intelligent system,physical support system and balance system.The main research contents and conclusions of the paper are as follows:In order to demonstrate the necessity of focusing on the industrial resilience of the traditional manufacturing characteristic towns in China under the current development background,the paper first reviews the development history of the characteristic towns in China,sorts out the current situation information of 1168 Characteristic Towns in the country,and analyzes the distribution of their total number,classification methods,and inter provincial comparison based on categories.The research shows that among the 16 basic types of Characteristic Towns in the 4 main categories,8 sub categories,the traditional manufacturing characteristic towns have the largest number and the widest distribution.The spatial distribution is characterized by agglomeration.The industrial development is in the transition period,and there are generally problems such as low industrial threshold,lack of independent brands,difficult to improve the added value of products,facing factor bottleneck constraints and low ability to cope with risks.Secondly,according to the complex adaptive system theory,the paper analyzes the subsystems involved in the industrial system of the traditional manufacturing characteristic town and the interaction of its elements,and proposes that it should include four subsystems,namely,the industrial system,the intelligent system,the physical support system and the balance system.Then,according to the pressure state response(PSR)model,the dynamic resilience of each subsystem is decomposed into pressure resistance resilience,state adaptation resilience and response recovery resilience.Finally,based on the analysis of the industrial development characteristics and problems of traditional manufacturing characteristic towns obtained in Chapter 3,the industrial resilience evaluation index system and evaluation model of characteristic towns including 4 subsystems and 28 indicators are constructed.The fourth and fifth chapters of the paper focus on specific cases,and evaluate and analyze the industrial resilience of the non-woven characteristic town in Xiantao City,a typical traditional manufacturing characteristic town.The research shows that the resilience of its industrial system shows the characteristics of high base number,great difficulty in upgrading,and concentrated development weakness in the industrial structure;The resilience of the intelligent system industry is characterized by the contingency of growth and the lack of flexibility of the institutional mechanism structure;The industrial resilience of physical support system is characterized by the coexistence of sudden change and stability,and insufficient matching of infrastructure;The industrial resilience of the balanced system is mainly manifested in the insufficient level of basic public service facilities to produce a positive promotion.Based on this,the paper puts forward the industrial resilience promotion strategy of the industrial system,which mainly includes building the industrial characteristic brand of the town,improving the industrial chain,improving the innovation ability and adjusting the enterprise structure;The industrial resilience promotion strategy of smart system is to promote system reform and build management mechanism;The industrial resilience promotion strategy of the physical support system is mainly to systematically optimize the space and layout,excavate the characteristics of rural and water villages,and improve the infrastructure construction;The industrial resilience promotion strategy of the balanced system is to enrich the types of public facilities and improve the level of public facilities to give play to their positive externalities.Based on the analysis of the basic situation of the development of Characteristic Towns in China and its overall spatial characteristics,the paper demonstrates the necessity and importance of focusing on the evaluation and promotion of industrial resilience of traditional manufacturing characteristic towns,and proposes a general evaluation index system and model for the evaluation of industrial resilience of traditional manufacturing characteristic towns on the basis of integrating the complex adaptive system theory and the pressure state adaptation model,It has important theoretical significance to expand the relevant evaluation theory of characteristic towns;At the same time,combined with specific cases,the paper makes an empirical evaluation of nonwoven Characteristic Towns and puts forward specific resilience improvement strategies,which can provide reference for traditional manufacturing characteristic towns with similar industrial resilience characteristics and problems.
