In order to regulate the supervision of subway PPP projects and guide their healthy operation,scholars and managers increasingly emphasize the need to establish a perfect PPP performance evaluation system to scientifically evaluate the whole life cycle or a certain period of time.The subway construction is complex and the construction period is as long as several years.After the PPP model is applied to the subway field,many projects are still under construction,but there are few existing studies on the performance evaluation of subway project in the "construction period",and there are fewer studies from the "third-party perspective".Therefore,it is still of great necessity and significance to cafry out the research on the performance evaluation of subway PPP project from the third-party perspective.Therefore,it is still of great necessity and significance to carry out the research on the performance evaluation of subway PPP project from the third-party perspective.From the perspective of the third party,this thesis studies the index system of performance evaluation of subway PPP project during the construction period,constructs the evaluation model,and verifies the applicability and rationality of the system with a case project.Firstly,through literature research,this thesis combs and improves the four theoretical basis of subway PPP project performance evaluation,and preliminarily constructs a three-level index system of performance evaluation during the construction period combined with expert consultation.Secondly,this thesis carries out a questionnaire survey for scholars,experts and participating units,and finally establishes the "4+19+ 40" three-level evaluation system through data statistical analysis and importance optimization and adjustment;After that,the "fuzzy comprehensive evaluation method" is selected to build the model,the index weights at all levels are defined through the "entropy weight method",and the evaluation set is established by relying on the relevant reliable and real data information scored by experts,and then evaluated step by step.The PPP project of Tianjin Metro Line 7 is taken as a case for verification and analysis.The research shows that among the four primary indicators in the performance evaluation system,"project preparation" should pay attention to full preparation,"project management" needs careful organization to achieve the expected objectives,"project output" is generally natural and easy to achieve,"project effect" emphasizes result evaluation,which is related to the effect of project management;Among the 19 secondary indicators,"preliminary work,organization and management,safe and civilized construction and sustainability" are the four key indicators;In this thesis,40 indicators of "corporate governance" are closely combined with the actual structure of the company,which makes up for the imperfection of the "three-level corporate governance" index in this thesis.This study can not only provide performance management suggestions for case projects,but also provide some theoretical support and reference for improving PPP management level and improving performance evaluation mechanism. |
