| The strategic positioning of Yutong Bus Finance Division is to fully support the sales of its main bus business.As the economic environment is booming and the general trend of the passenger car industry fluctuates downwards,the financial business unit faces severe tests and undertakes important sales support tasks in the development process.At present,the financial business department’s budget indicators have problems such as insufficient implementation of the concept of strategic management,ignoring non-financial indicators,and difficulty in providing sustained profitability.Therefore,based on the balanced scorecard theory to overcome the imperfections of the financial business unit’s current budget indicators,it is conducive to improving its management capabilities,truly realizing the strategic positioning of the financial business unit,and thus promoting the realization of the development of the bus group.This paper takes Yutong Bus Financial Division as a case,adopts literature research,case study method,combined with questionnaire,optimizes budget index based on balanced scorecard,analyzes its implementation effect and proposes safeguard measures.This paper first describes the purpose and significance of the research,focusing on the review of balanced scorecard and budget management related theories.Secondly,elaborated the financial division annual budget management of the specific strategy implementation and status quo,in which the specific budget management status quo of its specific budget indicators in the summary and analysis of several problems.Then,taking the balanced scorecard as the main entry point for yutong buses financial division of comprehensive budget management system implementation architecture was proposed,and by using the SWOT analysis method to determine the development goals,and then according to the balanced scorecard thought the segmentation as including financial management,customer,internal process,personnel training and development strategy driven basic elements,thereby Painted a strategic goal,and from the comprehensive budget management system and merging with the new perspective of balanced scorecard,and then break it down and refine the driving factors for the enterprise strategic management,set up under the four levels of strategy cost control index system of enterprise management,will be in accordance with the total thought of the balanced scorecard into the comprehensive budget management system.Using questionnaire survey and analytic hierarchy process,the budget index system based on balanced scorecard,including finance,customer,enterprise internal control and other processes,learning and self-growth,is established and its weight is determined.Finally,put forward to establish and perfect budget management the formation of a passenger car,bus,car,truck four products combat group organization,incorporated into the overall assessment,improve employee participation,promote the construction of information platform of SAP,provide information system support,hired Boston consulting institutions,strengthen internal control and internal audit system,unified performance assessment system,Six security policies and measures are implemented by the human resources department,led by the president,compacted layer by layer and supported by the senior management,so as to effectively ensure the realization of the budget indicators based on the BALANCED scorecard.Through the case study of Yutong Bus Financial Division,the design of budget index system based on balanced scorecard provides some research experience for the development of the company’s budget management,and also provides reference for other enterprises that are implementing the application of budget index. |
