Carrying out regional water security assessment is of great importance to the healthy and sustainable development of regional economy,society and environment.For the"Hunan Province Water Security Strategic Plan"after the introduction of the urgent need to carry out regional water security evaluation to provide support for the implementation of the plan of the reality of the problem.This study takes Yiyang city as the research object,and makes comprehensive use of expert consultation method,model analysis method,field research method,case study method and the combination of qualitative and quantitative methods to carry out research on the theory related to regional water security,the construction of regional water security evaluation index system,the identification of regional water security problems and countermeasure suggestions.The main findings of the study are as follows:Combined with the Hunan Provincial Water Security Strategic Plan,we discussed the issues related to regional water security,summarized and sorted out the existing methods of constructing water security evaluation index system,selected a classification index system through comparative analysis,and constructed a water security evaluation index system in Yiyang City,which contains 1 target layer,4 element layers and 24 indicator layers,was constructed,and a comprehensive assignment method combining analytic hierarchy process and entropy weighting method was selected to assign weights to the indicators.According to the current situation of water safety in Yiyang City,the matter-element extension evaluation method and fuzzy comprehensive evaluation method are selected to evaluate the water safety situation in Yiyang City from 2016 to 2020,and the change trend is also studied,the results show that:The overall water safety level of Yiyang city shows an upward trend,and its water safety level changes from theⅣlevel"unsafe"status in 2016and 2017 to theⅢlevel"critical safety"status in 2018 and 2019,and rises to theⅡlevel"safer"status in 2020,it shows that Yiyang City has achieved significant results in the construction of water security during the"13th Five-Year Plan"period.From the element layer,flood safety,water safety level changes and the overall water safety trend gap,some of these issues need to be resolved,drinking water safety level changes and the overall water safety trend is basically the same,river and lake ecological safety level changes better than the overall water safety trend.From the indicator level,Yiyang City’s embankment compliance rate(C14),river management rate(C15),drinking water quality standard rate(C26),total water consumption(C32),industrial water consumption rate(C35),agricultural irrigation water utilization efficiency(C36),water consumption of 10,000 yuan of industrial added value(C37),and the proportion of good air quality days(C45)all indicators are still lacking and need to be further improved.
