Along with the rapid economic growth in China, and the improvement of urbanization and motorization level, the traffic problem is becoming increasingly conspicuous. Bus rapid transit (BRT) is a kind of large-capacity, flexible, fast, comfortable, and advanced green public transportation means. Its investment cycle is short, and it is cheap. This is used to ease the urban traffic problems, and to improve the public transport service level. It is used to improve the urban economic efficiency, and to protect urban environment. It appears to be an opportunity of solving the traffic problem in big cities. The development of BRT in China now has five or six years'history. It becomes an indispensable part of city public traffic for its unique advantage. Evaluation at present construction and operation level of BRT, can find out BRT operation and the problems existing in the layout, guide the rapid transit network layout, adjust the operation mode, and improve the service quality. The express bus line becomes as soon as possible a route fast channel.This will be helpful to ease traffic pressure, and to promote the urban sustainable development.This paper systematically studies the urban BRT evaluation situation at home and abroad, and analyzes the existing problems in the evaluation of BRT. Considering the fact that urban BRT construction and operation level comprehensive evaluation is complex, difficult to achieve the objective, comprehensive, and to scientifically evaluate problem, analytic hierarchy process method is proposed combining with the characteristics of BRT. A comprehensive evaluation index system of recursive class time structure is set up, from the BRT facility level, service level, efficiency level and sustainable development level four aspects. Based on the BRT construction and operation level comprehensive evaluation index quantification, the rating of the index division standard is put forward. On this basis, the paper presents the matter-element extension analysis and gray clustering which belong to uncertain mathematics methods, to construct level comprehensive evaluation model. Through this model, makes the construction and operation level of multi-layer goal evaluation boil down to single objective decision. Many qualitative analysis turn into quantitative analysis, clearly reflecting the urban BRT construction and operation level, making complicated traffic evaluation problem be simplified. Evaluation process becomes more objective and more operational.This paper is based on the development of hangzhou BRT for background. Uncertain mathematics method is used to evaluate the urban BRT construction and operation condition and influence on urban developmen, and to determine the construction and operation comprehensive evaluation level. The comparison of evaluation results proves the scientific and reasonable of the uncertain mathematic methods herein on the urban BRT construction and operation comprehensive evaluation. At last, it comes to the conclusion, and points out that the hangzhou city BRT system exists shortages, and puts forward some improvement suggestions, and provides the reference to hangzhou BRT subsequent construction, improvement and development of scientific decision.
