Research On Deviation Analysis And Improvement Countermeasures Of The Formulation And Implementation Of Assembly Building Policies

In recent years,the state has issued policies to vigorously develop assembled buildings,and each province,city,autonomous region and municipality directly under the central government has also responded positively to the call to introduce local incentive policies to promote the development of assembled buildings.However,from an overall perspective,the number of policies issued by each province and municipality varies,and the overall coverage of the policies varies;from a detailed perspective,each region has different preferences and adaptability to the actual content of these policies due to its own level of development,which makes it difficult to raise the assembly rate in some regions,and construction enterprises are not willing to invest in assembled buildings.On the other hand,some provinces and cities have a more complete policy system,but the status of their assembly development is not as good as it should be.In other words,there may be some deviations in the process of policy development and implementation,resulting in the policy objectives not being achieved.In view of this,this paper constructs a game model between policy providers and receivers,and through the analysis of the equilibrium point and the stability of the evolution strategy,it is found that the formulation and implementation of government policies play an unnegligible role in the development of assembly,and it is necessary to carry out a further study on the problem of bias arising from the formulation and implementation of policies.Firstly,the assembly building policy documents of 31 provinces,cities,autonomous regions and municipalities directly under the central government in China are selected as the research object,and at the same time,combined with the development of the assembly building industry in each region,the policy text is analyzed by the qualitative comparative analysis(QCA)method,which analyzes the most important reasons for the bias in the process of policy formulation and puts forward two effective policy formulation configurations based on the grouping results and the Two effective policy formulation models and related countermeasure suggestions are proposed based on the group results.Secondly,a questionnaire was used to investigate the policy perception of the policy recipients such as component production factories and construction enterprises,and analyzed by enterprise type,and it was found that the degree of perception was at a medium level,especially the weakest perception of the implementation effect of tax and fee policies,and the degree of perception of tax and fee incentives for different types of enterprises was relatively weak,which further led to the main reasons for the bias of the policy implementation,and then the main reasons for the bias of policy implementation.The main reasons for the deviation in policy implementation are further identified,and then improvement measures for the deviation in policy implementation are proposed in the context of policy formulation.The proposed countermeasures to improve the deviation of China’s assembly building policies are of certain reference value to promote the coordinated development of assembly buildings in various regions of China and effectively solve the problem of deviation between policy makers and receivers.
