With the deepening of globalization and the rapid development of economy and society,while the construction machinery manufacturing industry has made great progress,it is also increasingly facing the intensification of market competition and the impact of emergencies,which has brought more and more survival pressure to the daily production and follow-up development of enterprises.Therefore,in order to seek further development in the fierce market competition,the enterprise plans to seek strategic suppliers in the supply chain system,carry out long-term in-depth cooperation and reach strategic alliances to share risks and challenges and achieve mutual benefit and win-win results;At the same time,in order to ensure normal production in case of emergencies,the enterprise plans to take emergency decisions in the supply chain system to select emergency suppliers for short-term temporary cooperation.However,in reality,considering the uncertainty of strategic decisionmaking,the complexity of decision-making information,the cognitive limitation of emergency decision-making and the limitation of decision-making information,decision-makers usually prefer to give fuzzy and uncertain preference evaluation information.Under this background,this paper intends to deeply explore the supplier selection of construction machinery manufacturing enterprises based on fuzzy uncertain multi-attribute group decision-making theory.The main work contents are as follows:Firstly,starting with the procurement process of construction machinery manufacturing enterprises,based on the analysis of the current situation of supplier selection,this paper further summarizes the existing problems and demands of current enterprises,and formulates the selection contents and preliminary decision-making framework of strategic suppliers and emergency suppliers with reference to the characteristics of strategic decision-making and emergency decision-making,combined with supplier selection theory.Then,in the fuzzy uncertain environment,IVq-ROFS is used to more appropriately express decision preferences,and the application of language set,uncertain language set,aggregation operator and distance theory in IVq-ROFS environment is deeply explored.Secondly,aiming at the strategic supplier selection of construction machinery manufacturing enterprises,a multi-stage and multi-attribute group decision-making method based on IVq-ROFLS-HDLP-PT is proposed.Specifically,IVq-ROFLS is used to express fuzzy and uncertain preference information flexibly and appropriately,and two aggregation operators called IVq-ROFLWAA and GIVq-ROFLWA are constructed to integrate the evaluation information of multi-stage and multi expert respectively.On the basis of aggregation,a linear programming model based on Hamming distance is established by using entropy method and score function,so as to obtain the optimal attribute weight on the basis of comprehensive consideration of subjective and objective attribute weight.Then,the Euclidean distance is used to calculate the profit and loss matrix,and the prospect theory considering the preference of decision-makers’ psychological characteristics is used to rank the strategic suppliers.Then,taking the strategic supplier selection of a construction machinery manufacturing enterprise as the practical application of the above method,and comparing it with other methods,the effectiveness and applicability of this method are analyzed and discussed.Finally,aiming at the emergency supplier selection problem of construction machinery manufacturing enterprises,a multi-attribute group decision-making method with unknown attribute weight and expert weight based on IVq-ROFULS-BWMCODAS is proposed.In the evaluation expression,IVq-ROFULS is used to accurately and flexibly describe the fuzzy uncertain preference information.In terms of weight determination,on one hand,BWM method is extended to IVq-ROFULS environment,and a determination form of subjective attribute weight in fuzzy uncertain environment is given;On the other hand,an integration operator called IVqROFULWAA is constructed to integrate the group decision information,and then the interval-valued q-rung orthopair fuzzy entropy method is used to obtain the expert weight.In the scheme selection,fully combined with the evaluation information,the CODAS method considering the distance factor is used to give the ranking results of the emergency supplier selection scheme.In order to test the reliability and superiority of the above methods,an emergency supplier selection case of a construction machinery manufacturing enterprise is employed,and the effectiveness and sensitivity of the results are analyzed.
