| With the development of industrialization,environmental problems have become increasingly prominent.In order to alleviate the shortage of traditional energy and achieve sustainable development,it has become a global trend to vigorously develop and utilize renewable energy.Offshore wind energy has attracted wide attention due to its rich resources and proximity to coastal load centers.In 2021,the new offshore wind power installed capacity accounted for 35.5 % of the total new wind power installed capacity,and will be developed on a large scale in the future.The site selection of offshore wind farm has a significant impact on the later construction and operation of the project,which is an important part of the early management of the project.At the same time,the location of offshore wind farm is a complex work,which needs to consider the influence of many factors.So far,there is no systematic decision-making system about the location of offshore wind farm.Therefore,this dissertation analyzes the influencing factors of offshore wind farm location decision-making scheme,constructs the decision-making index system of offshore wind farm location scheme based on the perspective of sustainability,and sorts the location scheme by establishing a multi-attribute decision-making model,which form a systematic decision-making system,so as to maximize economic and social benefits and minimize environmental burden and resource utilization.Firstly,this dissertation introduces the concept of sustainability,and analyzes the connotation of sustainability of offshore wind farms from the perspective of sustainability,and then expounds the necessity of integrating sustainability into offshore wind farm projects location from the perspective of enterprises and industries.The development status of offshore wind farm project and the PEST environment of offshore wind farm project location are analyzed.At the same time,the multi-attribute decision-making theory is introduced,and the nature of the research content of offshore wind farm project location decision is defined.Secondly,through the analysis of the general influencing factors of offshore wind farm location and the mining of the influencing factors of offshore wind farm location from the perspective of sustainability,the decision-making index system of offshore wind farm location scheme including 29 factors is preliminarily established.On this basis,through the questionnaire survey method,two non-important indicators and five indicators that the experts did not reach an agreement on are eliminated.Using the correlation analysis method,two high-correlation indicators are eliminated.Then,a decision-making index system for offshore wind farm site selection including 20 indicators in six dimensions of resource factors,environmental factors,economic factors,technical factors,social factors and risk factors is formed.Thirdly,the spherical fuzzy number is introduced to describe the evaluation information of decision makers,and the uncertainty and fuzziness in the decision-making process are processed by using the spherical fuzzy environment to reduce the loss of decision information.After using the BWM method and the CRITIC method to calculate the subjective and objective weights of the decision indicators,the combined weight of the decision indicators are obtained based on the game theory.The cumulative prospect theory-TOPSIS method in spherical fuzzy environment is used to rank the alternatives of offshore wind farm projects,and the psychological characteristics of decision makers are fully considered.Finally,combined with the case of an offshore wind farm in Shandong Province,the multi-attribute decision-making system of offshore wind farm location scheme from the perspective of sustainability is used to sort the alternatives.Sensitivity analysis is carried out,and the applicability and stability of the decision-making model is verified. |
