Research On The Selection Conditions Of Social Capital Party Bidding For Rail Transit PPP Projects

In recent years,with the rapid development of rail transit projects and the huge investment in urban rail transit construction,local governments are facing severe financial pressure.In this context,it is very necessary to use the PPP mode to participate in rail transit projects and alleviate the financial pressure.However,in practice,there are many cases of problems in rail transit PPP projects caused by improper selection of social capital parties,such as Changsha Metro Line 2,Nanjing Metro Line 5,Wuhan Rail Transit Line 8,etc.some are due to insufficient capacity of social capital parties to complete PPP projects,and some are due to frequent conflicts in the process of cooperation,which greatly affect efficiency.When implementing the PPP mode,the key to the research is how to choose the social capital party,how to systematically analyze the conditions that the social capital Party of the rail transit PPP project should have,and how to make the rail transit PPP project obtain good benefits.In this regard,this paper focuses on the bidding selection conditions of the social capital side of the rail transit PPP project.On the basis of the previous qualitative research methods commonly used by scholars to obtain the technology and resources that the social capital side should have,this paper further makes a systematic theoretical analysis,and defines the action path between the bidding selection conditions of the social capital side of the rail transit PPP project and the later benefits of the PPP project,so as to guide the selection of the social capital side.The main contents of this paper are as follows:(1)Analysis on the current situation of bidding selection of social capital parties for rail transit PPP project.Sort out the current situation of the selection of the social capital side of the current rail transit PPP project,and understand the problems and reality of the current selection of the social capital side.In order to better select the social capital side,we should understand the advanced practices of selecting the social capital side as a benchmark for follow-up learning.By comparing with the advanced benchmark,we can understand our own gap and the elements that should be paid attention to,and point out the direction for subsequent improvement.(2)Establish the theoretical analysis framework of the conditions system for the selection of social capital bidding in the rail transit PPP project.Take 3C theory and resource allocation theory as the theoretical analysis framework,sort out the relationship of elements in general,and clarify the overall relationship.Then,based on the three dimensions of compatibility,capability and commitment,select from the relevant literature and cases of the social capital side of rail transit PPP,and summarize the bidding selection conditions of the social capital side of rail transit PPP project.(3)Build a system dynamics model for the selection conditions of the social capital bidding of the rail transit PPP project.On the basis of the above theoretical analysis,combined with the case analysis,clarify the relationship path of the social capital bidding selection conditions of the rail transit PPP project,carry out the system definition and structure analysis,and finally build the system dynamics model of the social capital bidding selection conditions of the rail transit PPP project on the basis of the cause and effect circuit diagram of the social capital bidding selection conditions of the rail transit PPP project and the formulation of variables.(4)Case verification and countermeasures.A rail transit PPP project in city a is selected as a research case,and the dynamic simulation is carried out in combination with the system dynamics model to verify the rationality of the bidding selection conditions of the social capital side of the rail transit PPP.Based on the simulation results,suggestions on the bidding selection conditions of rail transit PPP partners are put forward to provide a scientific basis for the selection of social capital parties of rail transit PPP.
