People’s pursuit for a better life leads to an expansion in demand for travel.However,the development of road traffic conditions doesn’t match the circumstances,traffic participants may encroach on traffic resources,which can lead to disorder and even accident casualties,bringing great challenges to public security traffic management.Therefore,based on the perspective of public security traffic management,this thesis conducted a research on the impact of traffic organization elements on traffic participants’ infringement behavior,and constructed an urban road traffic organization optimization method model around the safeguarded of road traffic of the right of way,in order to obtain a traffic organization scheme that can strengthen the safeguarded of the right of way,so that the traffic organization scheme is more in line with the traffic behavior of traffic participants,reducing the incidence of violation of the right of way.Firstly,according to the different management objects and strategies of road traffic organization,the traffic organization elements were analyzed from five aspects,and the traffic organization element database was constructed.Under the guidance of the index selection principle and process,the preliminary selection of a set of indicators for the impact of traffic organization elements on traffic behavior was completed.Using the Delphi method,the Likert5-level scoring method was used in the questionnaire,and the index system containing 4 firstlevel indicators,12 second-level indicators and 84 third-level indicators was finally determined after testing.Using the data statistical method to screen 6688 accident data,taking pedestrian data as an example,the conclusion was that the correlation between pedestrians’ sense of safety,convenience,comfort,path selection and facility selection traffic behavior and tort acts was0.119,0.244,0.179,0.054 and 0.369,respectively,which provided theoretical support and basis.Secondly,in order to strengthen the safeguarded of the right of way of the traffic organization plan,after studying the impact of traffic organization elements on infringement,the right of way of traffic participants in different scenarios should be defined to clarify whose right of way need to be safeguarded.Based on the theory of traffic engineering and the theory of right of way,the definition and classification of right of way were summarized,and two levels of right of way were proposed,namely legal basic right of way and non-legal right of way based on the allocation of traffic organization elements.According to the analysis method,the four elements that constitute specific traffic scenarios(traffic participants,road scenes,traffic behaviors and signal light control),the definition principles of basic right of way,and the definition principle under the right of way allocated by traffic organization were discussed,and the method of defining general right of way in specific scenarios was constructed according to the principle of first legal basic right of way and then non-statutory right of way.Based on the above analysis,a method for defining the violation of the right of way was proposed,which provided a basis for the definition of the right of way.Third,this thesis selected the pedestrian in specific intersection areas to study the scene of motor vehicle infringement.Based on the analysis of the idea of the influence of traffic organization plan on infringement,the needs and interactions of traffic managers and traffic participants were obtained.On the basis of the previous theoretical research,based on the theory of bi-level programming model,a traffic organization optimization model based on safeguarded of the right of way was constructed,and the model construction was completed by integrating participant analysis,model assumption and element analysis,and based on this model,the selection of traffic organization element scheme can be realized,and according to the result of evaluation indicating,it was helpful for traffic managers to select traffic organization scheme that can realize the safeguarded of the right of way.In addition,by analyzing the characteristics of the initial value of the model and the model solving logic,the model solution was carried out by the enumeration method,and the model solution was implemented by Py Charm software.Finally,the east area of the intersection of Dongmen Street and Tangta Road in Yuncheng County was selected for example verification of the model.Through the introduction and data acquisition of the surrounding environment,road conditions,traffic conditions,existing control facilities,signal timing and infringement status of this area,the initial value was brought into the model,and the combination of speed limit signs,U-turn permits,signal light cycles,pedestrian signals,crosswalk width,diagonal crosswalks,number of vehicle entry lanes,and vehicle waiting area scheme was obtained.Under this scheme,the theoretical number of infringers at the intersection was 0,and the number of infringements was 0,which was better than the actual number of 6 infringers and 4 infringements under the current situation.Using VISSIM software,simulation verifies that the traffic capacity and traffic efficiency of the infringed motor vehicles under this scheme were also improved,proving the effectiveness of the model.
