With the development of urbanization process in China, urban population and the number of vehicles have increased and then some traffic problems, such as traffic congestion and traffic delay, are becoming the important issues interacting on the urban development and the improvement of living level. One-way traffic organization in urban traffic network, as an economically efficient traffic management measure, can effectively improve the traffic capacity and speed, balance the traffic flow in traffic network, improve the traffic condition of bottleneck links, and help relieve the traffic congestion of urban traffic network. At present, one-way traffic organization has been widely recognized and paid into practice by traffic planners. However, due to the complexity and systematicness of urban traffic network, the design of one-way traffic organization of urban traffic network mainly relies on the subjective experience of traffic planners. This results in that the organizations are strongly subjective and one sided and cannot adapt to the requirement of modern urban traffic network, especially large scale one-way traffic organizations.In connection with the analysis of related theories and practice, we have summarized the traffic properties of one-way traffic organizations and proposed a quantitative one-way traffic organization method suitable for urban traffic network. Firstly, this paper have studied the related theories of one-way traffic organizations and summarized the classification, advantages and application conditions of one-way traffic organizations. Secondly, associated with traffic engineering theory, we have analyzed the traffic properties of one-way traffic organizations and quantitatively studied the capacity and speed of one-way links under different traffic conditions. Thirdly, based on the studied above, we have established a bi-level model for one-way traffic organization of urban traffic network and proposed a model solution algorithm based on genetic algorithm and user equilibrium trip assignment approach. Finally, we have examined the feasibility of the proposed model and algorithm for one-way traffic organizations. The biggest breakthrough of this paper is to propose a quantitative approach of one-way traffic organization of urban traffic network, which has improved the original subjective and one sided design. And with the heuristics used in this paper, we have improved the computational efficiency and made it more suitable for large-scale one-way traffic organizations of urban traffic network.
