The infrastructure construction of civil aviation airports is a leading industry,which is important,fundamental,and strategic at the national level.For the airport construction projects in China,the time period from project initiation to feasibility study approved is usually longer than the whole construction period,due to the complication,conflicts,and coordination issues that happened in each phase.For the newly built airport projects,their administrative levels of approval are so high that it is difficult to guarantee their progress of preliminary work.Two reasons could explain it: firstly,compared to traditional construction process,it is difficult to quantify feasibility study progress precisely;secondly,many factors are involved with the work.It is not a single issue with workforce,capital,machinery shifts,or material supply.Therefore,strengthening the risk management and risk resistance ability of airport construction projects in the phase of project feasibility study could provide reference and guidance to the incoming airport construction projects.The research focuses on the risk management of airport construction projects in project feasibility study phase,mainly include the following.Firstly,the risks in feasibility study phase were identified by literature research and case study.The identified risks were further revised by the Delphi method.Consequently,22 risk factors in total were obtained,which were divided into six categories.Secondly,taking the preliminary work of BY airport construction and expansion phase Ⅲ project as a case study,risk factors were generated and constructed into a hierarchical model by the analytic hierarchy process(AHP).Experts were invited to score and calculate the weight of each risk index,and the fuzzy comprehensive evaluation method was applied to rate and rank risks solely and overall.It was concluded that the overall risk level of BY airport construction and expansion phase Ⅲ project was 3.1860,which was at the medium high-risk level,including range risk of 3.8996,coordination risk of 3.5926,economic risk of 2.9972,technical risk of 2.9177,other risks of 2.7502,and management risk of 2.6977.After ranking the specific risk factors,combined with Pareto analysis and risk assessment,it was concluded that the important risks were military coordination risk,airspace coordination risk,project positioning risk,special research risk,and local government coordination risk.The rest of the17 risks were general risks.Finally,according to the risk response principle,response measures for each specific risk factor were proposed and risks were monitored.If deviation takes place,the risk response measures should be adjusted timely,the risk monitoring report be regularly prepared,and the risk control situation be summarized and assessed,so as to promote the preliminary work of the BY airport construction and expansion phase Ⅲ project.
