Problem Study On Function Realization Of Chengdu Municipal Government In Promoting Smart Grid Construction

Since 2007,China has become the world’s second largest energy producer and consumer and ranks second in carbon dioxide emissions.From the view of power generation and electricity consumption,our power generation and electricity consumption rise year by year.According to statistics,China will generate 8.53 trillion kilowatt-hours of electricity and consume 8.31 trillion kilowatt-hours of electricity in2021.It is predicted that China’s total carbon dioxide emissions will likely rank first in the world around 2025.In order to ensure that our macro-economy continues to develop steadily and healthily,it is urgent to save energy to reduce emission and improve the quality of electric power supply.In the 12 th Five-Year Plan,the construction of smart grid has begun.The construction of smart grid is an effective way to scientifically and reasonably utilize clean energy,improve the power supply quality of the grid and promote the stable development of the power system.The construction of smart grid not only requires the joint efforts of power grid enterprises,scientific research institutions and users,but also requires the strong support and promotion of our government,so as to ensure the smooth progress of the construction of smart grid.In the research process of this paper,in order to ensure the scientific nature and rationality of the research,the theories related to the subject research are collected and sorted out before the research,mainly including the public goods theory,the new public service theory and the overall governance theory,which provides an effective theoretical basis for the research activities.In order to ensure the authenticity and validity of the research analysis,this paper selects the case analysis method,questionnaire survey method and comparative research method for various analysis,and takes Chengdu smart grid construction as the research object of this paper.In the process of research,first of all,the functions of the government in the present situation,and then through the questionnaire and interview points out that the government in the government functions,mainly in the following aspects: insufficient financial support,the development of the construction of smart grid planning,smart grid construction of administrative examination and approval,the power market trading access mechanism is not perfect and the lack of excellent smart grid talents.Based on the analysis of Chengdu government problems in the aspect of government functions,into a problem of causes,through combing and summary,it is as follows: the government financing system construction is not perfect,the power market management operation system is not sound,policy implementation of multi-sectoral coordination and insufficient talent service mechanism,etc.Secondly,this paper summarizes and analyzes the role of several representative cities at home and abroad in the process of smart grid construction,so as to provide certain reference and reference for Chengdu municipal government.Finally,based on the theoretical analysis framework,the government puts forward specific countermeasures to promote the construction and development of smart grid in Chengdu from three aspects:strengthening the implementation of the government’s macro-control function,effectively performing the functions of public goods and services,and giving full play to the government’s market supervision function.The research in this paper can not only provide useful reference for the Chinese government in the smart grid construction,but also provide certain data reference for the future research work in this direction.
