Study On The Role Of Local Government In Fujian Highway Maintenance

This paper studies the highway trunk road outside the ordinary Chinese in addition to the highway,with the highway construction climax gradually,the highway maintenance work will become the main work for a long time in the future,how to strengthen the highway maintenance management,maximize the use of highway rate,to meet the diverse needs of the public travel demand,has become the current government departments an important work of public management.Therefore,all levels of government departments should strengthen the highway maintenance management,take effective policies and measures,give full play to government functions,so that the highway maintenance work to achieve sound and fast development.This paper uses the theory of public goods and new public management theory,points out that the common highway as the government to provide public facilities,with a non competitive and non exclusive,the government as a provider of public goods,to provide method and management mode can draw lessons from the theories and methods of new public management,the transformation of government functions,guided by the market,to provide a more effective service to the public.This paper uses the literature research method,comparative analysis method and inductive deductive method,through literature data,summarizes the Fujian province highway maintenance management achievements,the paper points out that the government exists in maintenance management problems,and analysis to find out the related reasons,through the analysis of maintenance management experience at home and abroad to summarize,put forward suggestions,points out that Fujian Province in the future work,local government departments should focus on improving the general highway maintenance system security system,establish clear responsibilities of maintenance subject relations,actively implement the maintenance management system,training of specialized maintenance personnel;to raise funds through various channels to ensure the funds of highway maintenance to strengthen the government’s financing of the main role,fully absorb private capital to participate in highway maintenance,rational allocation of funds for highway maintenance;To get rid of the barriers,the establishment of highway maintenance market open and orderly;to multi pronged,accelerate the improvement of maintenance system of modernization,and comprehensively promote the construction of standardization of highway maintenance,strengthen the construction of information,enhance network security level,to enhance the service of highway maintenance.In this paper,how to play a role of local government in highway maintenance management has a certain reference and reference significance.
