| With the rapid development of the economy and the acceleration of urbanization, the demand for electricity is increasing, which makes it difficult for existing substation projects to meet the growing demand for electricity, and prefabricated substation projects are gradually becoming one of the solutions. However,in the construction process of prefabricated substation projects, change events often occur, which can have adverse effects on project progress, quality, and safety. In this context,it is necessary to conduct in-depth research on the influencing factors of prefabricated substation project changes in order to formulate corresponding countermeasures and improve the efficiency of project construction. The purpose of this study is to analyze the influencing factors of engineering changes in prefabricated substations and propose corresponding countermeasures to achieve effective control and management of engineering changes.Through the analysis of the hierarchical analysis model of the factors affecting engineering changes in prefabricated substations,it is found that the factors affecting engineering changes have four dimensions: demand collection, force majeure, owner’s unit, and other factors. The owner’s unit factor is the most important dimension, followed by demand collection factors, force majeure factors rank third, and other relevant factors are the least important. To reduce the frequency of changes, this article proposes the following optimization strategies. In view of the factors of the owner, this article proposes to optimize the cooperation mode with the owner, strengthen communication and communication, improve the owner’s awareness and understanding of the factors affecting changes, avoid excessive interference and unnecessary change requirements from the owner, and reduce the frequency of changes. In addition, the management of fund budget should be strengthened to reduce the possibility of fund budget changes. For demand collection factors,it is necessary to strengthen demand analysis in the early planning and design stages, collect and clarify the needs of the owner as fully as possible, and effectively reduce the frequency of engineering changes in the later stage by fully and accurately collecting and analyzing the needs of the owner. At the same time, attention should be paid to the consideration of factors such as the geological environment and soil bearing capacity of the site to avoid engineering changes caused by unreasonable foundation design.Due to force majeure factors, adequate risk assessment should be conducted for possible natural disasters and social events, and full consideration should be given in the design plan to reduce the potential risks of engineering changes. For other factors, attention should be paid to the control of material quality and the quality control of the processing and manufacturing process, and timely feedback and handling of change events. In addition to these targeted optimization strategies, this article also proposes implementation safeguards at the levels of human resources, capital and finance, and organizational structure. |
