| Deepening the reform of the approval system for construction projects is an important measure to promote the reform of "delegating power,regulating services" and optimizing the business environment.In recent years,the reform of the approval system for construction projects has been carried out in full swing.The state and local governments at all levels have issued policies on the reform of the approval system for construction projects to promote the reform.However,through the analysis and summary,it is found that the current research on the reform of the approval system for engineering construction projects mostly focuses on the analysis of reform service problems and theoretical analysis,and lacks attention to the implementation effect of the reform policy of the approval system for engineering construction projects.Based on this,the purpose of this paper is to use policy evaluation methods and theories to establish an evaluation index system for the implementation effect of the reform policy of the approval system for engineering construction projects.Through the comprehensive evaluation of the effect of policy implementation,the applicability of the index system is verified,the problems existing in the implementation of the policy are identified,and policy suggestions are put forward in a targeted manner,so as to provide a reference for further deepening the reform of the construction project approval system.Based on the new public service theory,public policy evaluation theory,and stakeholder theory,this research constructs a comprehensive evaluation model that combines the goal achievement model and the stakeholder model.The Philippine Law has established an evaluation index system for the implementation effect of the reform of the construction project approval system,including 4 first-level indicators,12second-level indicators and 50 third-level indicators of efficiency,effectiveness,responsiveness and satisfaction.The analytic hierarchy process determines the weights of indicators at all levels.After the index system is established,according to the evaluation procedure,empirical research is conducted on 22 districts and counties in Chengdu,and the implementation effect of the reform policy of the approval system for engineering construction projects in Chengdu is comprehensively evaluated.Through empirical analysis,not only the evaluation results are obtained,but also the weak links in the implementation of the reform policy are identified,which can provide reference for the further promotion of the reform.Through the research,it is found that the overall goal achievement degree of the reform pilot project of engineering construction project approval system in Chengdu is 76.13%,of which the achievement degree of the fact dimension index goal is85.36%,the value dimension index goal achievement degree is 68.05%,and the efficiency and effectiveness index goal achievement degree is 68.05%.The achievement degree is above 80%,and the target achievement degree of the responsiveness and satisfaction indicators is between 60% and 70%.The achievements of the reform of the approval system for engineering construction projects in Chengdu are mainly in three aspects: first,highlighting the key points and continuously improving the approval efficiency;second,implementing "one system" and "four unifications" to improve the approval efficiency;third,multi-channel Multi-channel optimization of services has improved the convenience for the masses to handle affairs.However,due to the fact that the reform has not been implemented for a long time,the implementation of the reform policy mainly includes repeated submission of materials for approval items,poor integrity and standardization of the approval guidelines,imperfect online approval system for engineering construction projects,difficulties in obtaining policy information for service companies,and difficulties in obtaining policy information.Problems such as poor service by the staff of the approval department.Through analysis,it is found that the reasons for the above problems are: imperfect approval procedures and standards,lack of management and maintenance of the approval system for construction projects,imperfect communication mechanisms between government and enterprises,and inadequate government supervision and assessment of staff.Therefore,this paper puts forward countermeasures and suggestions to improve the reform effect from four aspects: strengthening the standardization construction of administrative examination and approval,strengthening the management and maintenance of the examination and approval system,improving the communication mechanism between the government and enterprises,and strengthening the construction of the talent team,hoping to promote the examination and approval system of engineering construction projects in Chengdu.Further improvement of the reform. |
