Since the reform and opening up in recent decades,the rapid development of my country’s economy has driven the strong development of the construction industry,one of the pillar industries of my country’s economy.As my country’s economic development shifts from a high-speed growth stage to a high-quality development stage,my country has promulgated a series of industrial policies to promote the reform and innovation of the construction industry.Industry reform means that enterprises need to cater to the industry development trend to enhance their comprehensive competitiveness.The construction industry is a typical labor-intensive industry,that is,people are the first factor of productivity.In essence,the competition between construction enterprises is the competition between talents.As a state-owned construction enterprise,FL Construction Group has always maintained its development strategy of "internal management".The group has not fully participated in market competition,and its employees rarely have practical experience in production management of "market-oriented" projects.With the deepening of the reform of state-owned enterprises,the current enterprise development strategy has been transformed into "both internal and external".In the context of the inevitable trend of industry reform and the increasingly fierce competition in the industry,the existing human resources status of FL Construction Group obviously does not meet the external environment.Require.This paper takes the western region of FL Construction Group as the research object,and analyzes the domestic and foreign literature related to talent echelon construction.It takes the talent echelon theory and competency theory as the theoretical basis,and uses the literature analysis method,statistical analysis method,and theoretical research method as the research method.Firstly,the PEST model is used to analyze the external environment,and combined with the status quo of human resources,development strategies and other internal factors that affect the construction of talent echelon,it finds the problems existing in the construction of talent echelon at this stage,and concludes the necessity of talent echelon construction.Then,according to the problems found and internal and external factors,the framework and strategy of the enterprise’s talent echelon construction were determined,and the talent echelon construction policy of focusing on internal training and supplemented by external introduction was clarified.Finally,in order to ensure the smooth implementation of the talent echelon construction,the analysis is carried out using the analytic hierarchy process,the competency quality model and the talent inventory.Implementing measures.This paper starts from the actual situation of FL Construction Group,adheres to the combination of theory and practice,and conducts a beneficial exploration of its talent echelon construction.The conclusions can also provide some references for other construction enterprises with similar problems.
