Since 2000,China is in the development stage of investment-driven economy.The reconnaissance and design,as an important link of engineering construction,plays a forerunner role to ensure that the huge investment can be implemented and the construction project can be implemented.During the "13th Five-Year Plan" period,most survey and design enterprises have entered a period of rapid development,from the number of industry enterprises,the number of employees,business scale,economic benefits have been greatly improved,and made remarkable achievements.However,under the trend of global economic integration,more and more survey and design enterprises feel the threat of market competition,it is no longer realistic to continue to rely on industry development inertia to maintain growth,more and more enterprises pay more attention to how to seize the commanding heights of the market from the strategic level.Therefore,the development focus shifted to constantly improve their core competitiveness.This paper takes GD Company as the research object,based on the theoretical knowledge of the core competitiveness,summarizes the relevant research status of the engineering survey and design enterprises at home and abroad,analyzes the internal and external environmental factors of GD Company according to the actual development,so as to summarize the influencing factors of GD Company’s core competitiveness,and carries out corresponding positioning and identification,mainly from the marketing ability,delivery ability,technological innovation ability Four aspects of digital management capability.This paper chooses to use the combination of AHP and fuzzy comprehensive evaluation method to evaluate the core competitiveness of GD Company.First of all,the AHP is used to determine the weight value of indicators at all levels of GD Company.Then,the fuzzy comprehensive evaluation method is used to quantitatively determine the indicators at all levels of GD Company.Use the qualitative and quantitative methods to build the core competitiveness evaluation index system.Find out the strategy suitable for the construction of GD’s core competitiveness from theory and practice.Strategy 1:Improve technical innovation ability and build a team of technical talents.By building talent echelon,increasing R&D investment,and building R&D production system,etc.Strategy 2: Improve the delivery ability and provide customers with high-quality services.By improving customer satisfaction,reporting survey and design quality,introducing expert teams,implementing digital delivery management and other measures.Strategy 3: Improve market expansion ability and develop high-value projects.By strengthening market expansion outside the province,establishing self-help brands,broadening business forms,and cultivating the quality of market expansion personnel.Strategy 4: Build digital platform,strengthen digital technology promotion,build digital culture and other measures.strengthen internal control management and improve internal control efficiency.Strategy 5: Through strengthening budget management to control costs,achieve cost reduction and efficiency increase,establish and improve internal control system,strengthen revenue recognition and other measures.
