Research On The Path Of Public Participation In Urban Renewal

Abstract/Summary:
As urban development enters the stage of connotation growth,urban renewal construction pays more attention to historical and cultural protection,and advocates the establishment of public participation mechanism to better achieve the purpose of cultural protection and protect the interests of multiple subjects.In 2008,China established a basic public participation system through the "Urban and Rural Planning Law".In this context,major cities have introduced public participation in the stages of planning formulation,implementation and evaluation.Guangzhou,as the country’s first historical and cultural city,after years of practical exploration,especially after the ’Enning Road Incident’,has improved the level of public participation in urban renewal to some extent.But in the following ten years,the public seems to have no more substantive participation in other urban renewal projects.Especially in urban renewal projects involving historical and cultural protection,there is still a problem of the right to public participation,which further leads to social conflicts and hinders the advancement of urban renewal projects.As an important type of urban renewal projects,the construction of rail transit in old urban areas is of great significance to urban development and social people’s livelihood,and is related to the vital interests of the public.This study takes the construction of S-Road rail transit as an example for qualitative research.In-depth interviews and questionnaires are used to obtain detailed first-hand research materials,and relevant news reports and policy documents are sorted out as supplementary materials.By combing,summarizing and summarizing these materials,this paper presents the conflict between cultural protection and urban development,and the conflict between multiple stakeholders in three-dimensional cases,and shows the dilemma of public participation in urban renewal in Guangzhou.After further analysis of the specific participation process and performance of multiple subjects in the case,it is found that there are many problems in public participation in urban renewal,including limited participation channels,lack of organization,lack of professionalism,opaque participation information,and lack of effective participation in the true sense.The reasons for these problems are mainly due to the imperfect mechanism of public participation,the emergence of new urban renewal discourse system,the restriction of ’elite planning’ thinking,the lack of public participation ability,and the increase of public participation in decision-making costs.To sum up,combined with the current situation of Guangzhou’s urban renewal in recent years,this paper proposes to optimize the path of public participation in urban renewal from five aspects : building an overall platform for deliberation,building a full-cycle public participation,improving public participation ability,strengthening the government’s guidance on public participation,and promoting the institutional construction of public participation,so as to ensure the interests of multiple subjects,coordinate the contradiction between cultural protection and urban development,and make urban renewal.
